The primary purpose of this position is to serve as a work leader, working directly with journeyman and non journeyman performing all tasks assigned to repair, modify and fabricate Advanced Composite, Plastic, and Sheetmetal items and assemblies with straight and curved surfaces and several interconnecting parts and components, utilizing various materials.

All eligibility and qualifications must be met by the closing date of this announcement however, this vacancy announcement may be used to fill other like vacancies within 120 days of the closing of this announcement and your eligibility requirements will be reevaluated.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4300 Pliable Materials Work Family.

Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.

Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the Ability To Do The Work Of The Position Without More Than Normal Supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability To Lead Or Supervise Knowledge of Equipment Assembly, Installation, Repair, etc.

Technical Practices (Theoretical, precise, artistic) Use of Measuring Instruments Ability to Interpret Instructions, Specifications, etc.

(Includes blueprint reading) Ability To Use and Maintain Tools and Equipment Knowledge of Materials PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

WORKING CONDITIONS: Work at this level is typically performed in well-heated and well-lighted shops, and are not usually exposed to falls, workers at this level may have to work in unheated buildings or outside in all types of weather.

Work conditions frequently include exposure to loud noise, dust, fumes, and toxic and/or potentially flammable and explosive chemicals that can cause skins, eye, and lung irritations.

In addition, there is the possibility of cuts, bruises, burns and falls while working on platforms, or climbing ladders.

To minimize or eliminate the effects of adverse conditions, composite workers follow numerous safety practices.

They wear or use various protective devise such as aprons, gloves, and protective creams to help guard against skin irritations caused by resins, catalyst, solvents, and other chemical compounds.

They wear earplugs to lessen noise caused by power equipment. Fans and respirators are used t protect against dust, vapors, and fumes in the air.

Workers follow numerous safety practices while operating tools and equipment and while storing and mixing potentially explosive chemicals. Major Duties:

Provides guidance and passes on to other instructions received from supervisor and gets work started.

Repairs, modifies, and manufactures honeycomb adhesive bonded advanced composite aircraft structures that have contours that must be re-established or that require the manufacture of a modification using the available part, pattern, or material.

Performs unconventional one-of-a-kind advanced composite repairs. Accomplish record keeping, manual and or automated.

Provides leadership for tool control and sets the example for proper tool maintenance.

Utilize safety practices and procedures following established safety rules and regulations to maintain a safe and clean work environment.
