Classification: Community Service Officer
Salary: $27.85 - $35.51 hourly / $57,928.00 - $73,860.80 annually
The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Must reside in the State of Oregon and be able to report onsite in Eugene, Oregon for work to meet business needs.
Schedule: Must be available to work varying shifts including holidays, weekends, and/or irregular hours.

Requirements

• Responds to and assists at non-emergency calls for service and may handle routine calls independently such as arranging for towing vehicles, retrieving stolen property, providing assistance at routine accident scenes, performing traffic control and traffic hazard removal, and serving subpoenas and citations.

Prepares, or assists with the preparation of, written reports on incidents that do not require a police officer response.

These include but are not limited to non-in-progress report calls (Burglary, Theft, Fraud, Missing Person, stolen vehicles, Evidence Processing) and investigations, along with non-criminal requests for assistance and parking complaints.

Ensures inclusion and accuracy of all pertinent information.

• Serves as desk officer, taking routine police reports and providing information to the public; refers people to the appropriate criminal justice and / or social service agency; frequently manages high-stress interactions with the public.
• Handles a variety of prevention issues, requests, and complaints; assesses situations and decides upon appropriate responses and / or recommended actions.
• Represents the Eugene Police Department at a variety of community meetings and events; performs community outreach.
• Supports and respects diversity in the workplace.
• Assists at major incident scenes by providing traffic direction and provides logistical support.
• Serves as contact person to citizen inquiries and provides information on public safety regulations, policies, and procedures, as appropriate.
• Performs other duties as required.

Minimum Qualifications
Experience
One year of experience providing service to the public or providing assistance in a social service and/or criminal justice environment.
Experience in a public safety environment is preferred.

Education
High school diploma or GED.

Background
Must pass a police background investigation.
No Felony Convictions at any time. No Class A Misdemeanor convictions within the last 24 months.

Physical
Must pass a physical assessment and drug test.

License
Valid Oregon driver’s license [or, the ability to obtain by date of hire]; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following knowledge, skills, and abilities
Knowledge of:

• General knowledge of Police operations, or the ability to learn in a reasonable amount of time. Function of City departments, other public service providers and local social service agencies.
• Crime prevention practices and personal safety concepts. Appropriate city ordinances and traffic control regulations.
• On-line computerized resource systems, or the ability to learn in a reasonable amount of time. Geography and address system of City and Lane County, and jurisdictional boundaries.

Ability to:

• To prepare legible written reports that reflect accurate reporting of information received, properly spelled words and appropriate grammar. Additionally, capable of testifying in court with professionalism and clarity.
• To interpret and apply program information in making work decisions or providing information. To effectively enforce non-violent code requirements and investigate complaints.
• To work in a team situation and assist sworn officers in a variety of incidents.
• To respond quickly and calmly in potential emergency situations, being aware of limits of authority. Operate various office equipment, radio, hand tools, van and truck.
• To acquire effective presentation skills, and to verbally present ideas, information and thoughts in a clear and concise manner to groups of varying sizes and backgrounds.
• To perform basic clerical duties such as composing and typing correspondence and inspection/survey reports, filing alphabetically and numerically.
• To read maps.
• To work harmoniously with the public, the department, City organizations, and other agencies, and effectively communicate with a diverse public.
• To deal with City staff and general public using courtesy, tact, and good judgment, and handle irate and emotionally upset citizens.
• To provide clear explanations of applicable policies and procedures.
• To lift and carry heavy items.
• To work outdoors in various weather situations.
• To attend out-of-town schools for short or extended periods, if required.
• To be available to work varying shifts and/or irregular hours, if required.
• To possess a good driving record.
• To qualify for access to computerized city and criminal justice files.
• To understand and follow verbal and written instructions.

Additional Information

Bilingual Pay Benefit
Per the EPEA contract, the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.
