Community Program Manager (SOTAP)

The Department of Corrections (DOC), in collaboration with its criminal justice partners, contributes to staff and community safety by providing sex offense treatment to those clients in the community based on the empirically validated Risk, Need, Responsivity Model.

Sex offense treatment provides the opportunity for those convicted of, or who have a history of sexual offenses, to change their behaviors and attitudes that contribute to sexual offending, thereby assisting the Department in protecting the community.

The Community Program Clinical Manager is an integral part of the Sex Offense Treatment and Assessment Programs (SOTAP) management team and is within the organizational structure of the Health Services Division.

This unique position of leadership is the only such treatment position in the Department of Corrections and is authorized in the RCW.

As such the incumbent in this position is responsible for contributing to community and public safety by ensuring the SOTAP community providers’ and contractors' clinical and operations practices support and reflect and stated values, goals and initiatives of the Department of Corrections.

Requirements

Supervise and manage staff, facilities, and work performed in assigned unit(s).

Monitor individual employee and team performance to ensure accepted standards for quality, timeliness of documentation and interventions are met, and that policies are implemented and adhered to.

This includes but is not limited to: caseload audits, ensuring clients are held accountable for violations per policy, ensuring the 300+ participants are progressing in the Sex Offense Treatment Program, review of work product to ensure all standard requirements are being met, regular case consultations, ensure adherence to assignment deadlines and maintaining accountability, ensure the statewide SharePoint list is maintained, consult with CCD personnel around the appropriateness of risk-related activities, resources and other issues that relate to sexual risk.

Conduct timely employee performance evaluations and ensure proper coaching and training are provided.

Assess staff individually for career development, personal/professional goals, and provide them with training and/or rotational experiences.

Recognize good performance and address performance deficiencies to help the employee become successful and appropriately document in the employee records.

Ensure supervisory files are maintained and supervision notes are completed and retained following each supervision session.

  • Ensure an adequate onboarding process is established based on the SOTAP onboarding protocols. Train new staff in law and agency policy and processes. Keep staff apprised of new developments and changes in agency direction, law and policy.
  • Manage staff schedules, including leave, telework agreements and overtime/compensatory time according to departmental guidelines.
  • Provide training of department’s Officers and non-uniformed staff in managing individuals convicted of a sexually motivated/violent offenses, train federal, state and local law enforcement on effective management of individuals convicted of a sexually motivated/violent offense, offer skill training to housing staff, client families, and other partners in the criminal justice system.
  • Staff Development and Coaching

    • Identify training needs of the treatment providers/supervisors.
    • Work in collaboration with the Clinical Adherence and Training Manager to develop and deliver relevant trainings for program staff.
    • As requested by the SOTAP Director and as determined to be relevant and needed by the incumbent, develop and deliver training on relevant topics to include (but not limited to) therapeutic factors, group content and process, transference/countertransference, professional and ethical boundaries, risk assessment, needs assessment, and assessing client change.
    • Provide coaching to clinical staff on use of appropriate interventions, developing therapeutic rapport, providing group therapy according to SOTAP’s approved treatment model and other relevant therapeutic skills.
    • Provide staff development services as needed to the Community Treatment Providers.

    Implement, direct and evaluate statewide programs/policies (i.e., I/I re-entry, risk management, client programs, community involvement).

    • Respond to community, staff, family and victim concerns, criminal justice partners inquiries regarding individuals under department jurisdiction and/or incidents within the community.
    • Promote staff facilitation of and client participation in the Sex Offense Treatment Program.
    • Participate in and maintain productive public relations with local community agencies and resources such as partners in the criminal justice system and local providers of community services. Participate in regional/statewide committees as appointed.
    • Mitigate client risk to the community by informing CCOs accurately of client needs, consult in the development of appropriate supervision plans and assist in addressing violation behaviors as delineated per DOC Policy and SOTAP guidelines.

    Promote and uphold client supervision standards and practices of the agency.

    • Monitor, proof, correct and approve official reports and recommendations of Corrections Specialist 4’s. Ensure all clinical documentation is congruent with established practices.
    • Ensure treatment standards and resource deployment are allocated per client risk and need.
    • Promote and implement evidence-based sex offense specific treatment to maximize the potential for client rehabilitation within the community and to ensure a safe, well-balanced response to both client and community needs.
    • Ensure safe and effective sex offense specific treatment practices by participating with staff in office and group observation on a regular basis.

    Completion of other administrative/managerial tasks.

    • In conjunction with HR, participate in the recruitment process to include: interview applicants, reference checks, complete all necessary paperwork, and submit recommendations for hire.
    • Investigate staff misconduct, workplace and PREA complaints as assigned by an Appointing Authority and complete corrective action plans as necessary.
    • Respond to threats made towards staff by creating and implementing safety plans, informing appropriate parties, and offering supportive services.
    • As a subject matter expert in community SOTAP, provides court testimony when requested in RCW 71.09 or other similar proceedings.
    • Organizes, implements and ensures regular provision of the SOTAP "Community Transition Program" Participate in and maintain productive public relations to include the value and role of community treatment, with local community agencies and resources such as partners in the criminal justice system and local providers of community services.

      Participate in specialized departmental/division committees to review current policies, procedures, and programs to develop processes/procedures for implementation and recommendation to CCD management.

    Qualifications

    Required Education, Experience, and Competencies:

    • Possession of a current license for Social Worker, Psychologist, or Mental Health provider in the State of Washington.
    • A minimum of three years’ experience in Community Corrections or a related field focusing on the integration of a criminal population into the community.
    • A minimum of three years’ experience working with individuals convicted of a sexually violent offense.
    • A minimum of three years’ supervisory or lead experience. Can be gained concurrently with required experience.
    • Demonstrated ability to provide positive leadership in times of stress, conflict, and unforeseen events.

      Remain calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations. Expertly intervene in response to threats.

    • Understanding and working knowledge of sex offense risk assessment, client management and supervision, including behavior management, security and safety; and client programs including preparation of individuals for successful supervision in the community.
    • Knowledge of Department of Corrections policies/procedures, RCWs, WACs, ATSA and ACA standards.
    • Experience applying the Sentencing Reform Act, particularly as it pertains to Community Placement, the Offender Accountability Act, and Sentencing Alternatives.
    • Experience working with other governmental and/or social service entities in the development or implementation of a program, project, or other joint venture.
    • Experience in the effective application of Human Resource practices to maintain a trained and diverse workforce.

    Preferred/Desired Education, Experience, and Competencies:

    • A Master's or Doctoral Degree relative to behavioral change, risk management, risk assessment or sexual offending from an accredited college or university whose accreditation is recognized by the US Department of Education or the council for Higher Education Accreditation (CHEA).
