The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 56th Fighter Wing, Community Initiatives Team.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes providing management oversight of staff level administrative work for a division located at a 56th Fighter Wing and involves municipal, state and Federal agencies and other organizations, as well as advisors to the installation commander on managed growth and airspace issues.

Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development.

Establishes policies and procedures for both mission accomplishment and sustainment of the Department of the Air Force's largest fighter training mission with global influence.

Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develops, modifies, and/or interprets performance standards.

Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

In-depth knowledge of and experience with the laws, regulations, and processes pertaining to managed growth within the local area.

Historical knowledge of Luke AFB and the surrounding community is desirable. 2. Knowledge of safety and security regulations, practices, and procedures. 3.

Extensive experience in project management to include programming future year projects and evaluating proposals which include developing or refining solutions or recommendations to complex problems; taking actions that have a significant impact on existing policies and programs; projecting development trends and future needs; and extending existing approaches for integrating community and mission requirements.

Skill and knowledge to provide staff advisory, planning, and review services and make recommendations on specific problems concerning Luke AFB air traffic and airspace use, and ability and professional stature to support and defend, as well as influence decisions.

5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of 56th Fighter Wing, ensuring that the Community Initiatives Team complies with legal and regulatory requirements and meets customer needs.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Represents the 56th Fighter Wing Commander with a variety of installation and functional area organizations. Maintains constant awareness of any problems impeding the Wing mission.

Directs preparation of staff review of managed growth issues.

Prepares or directs preparation of background data and maps for use by supervisor for non-DoD planning forums with the state of Arizona, local communities, and other federal agencies, as well as internal Luke AFB planning forums, such as, but not limited to, the Executive Council, Facilities Board, Space Utilization Committee, Mission Sustainment Team, Environmental Protection Committee, and Range Development Executive Steering Committee.

Manages the Luke AFB Mission Sustainment Program.

Appointed by the Wing Commander as the Director of the 56th Fighter Wing Mission Sustainment Program as required by Secretary of the Air Force direction.
