Full Job Description
SC Housing's Development Division administers a diverse portfolio of community development programs across the state of South Carolina. We are seeking a dynamic, enthusiastic individual to join our Community Development team. The Community Development area consists of several different programs to include the Neighborhood Stabilization Program (NSP), the HOME Investment Partnerships Program (HOME), the National Housing Trust Fund (NHTF), and the State Housing Trust Fund (SCHTF). You will perform a variety of complex grant program administration duties involving numerous federal and state regulations, policies and procedures relative to these programs. You must be up for the challenge of collaborating with existing team members to establish effective and efficient policies and procedures to ensure the programs' success. Daily you will use your analytical and interpersonal skills, to communicate with our clients. You will be responsible for maintaining productive relationships and providing high quality technical assistance to awarded entities. You will be able to contribute to program development and assist award recipients to develop successful strategies to complete projects. Finally, you will work closely with awarded entities to ensure projects are compliant with program requirements and are completed by the required deadlines. Your responsibilities will include working with staff and awarded entities to develop creative solutions for obstacles that arise and may potentially derail the successful timely completion of grants.
Requirements
A high school diploma/GED and a minimum of three (3) years of full time experience in the administration of federal grants, housing subsidy programs, housing management, housing finance, mortgage industry, or other housing related field.
* An equivalent combination of education and experience may be substituted to meet the agency minimum requirements. (i.e. 1 year of education = 1 year of related experience).
Additional Requirements:
- Ability to multi-task and manage time effectively, prioritize tasks, and process time sensitive materials in a fast-paced environment.
- Must interpret laws, regulations, policies and procedures relevant to grant or program management.
- Exercise judgment and discretion to make sound decisions supported by facts.
- Strong technical skills are necessary with proficiency in all Microsoft Office products.
- Ability to perform tasks in MS Excel, such as spreadsheet design/layout and calculations/formulas and experience keying data accurately into existing databases.
- Establish and maintain effective working relationships with department staff, coworkers, external partners, and customers with a wide range of grant experience.
- Possess strong verbal and written communication skills to write letters and other business-related correspondence that are professional in appearance and content.
- Maintain organized, accurate, and updated files.
- Provide technical assistance to entities receiving funding through oral presentations conducted at workshops, technical assistance trainings, daily phone and email communications.
Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment.
Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties.

Qualifications
- A Bachelor's degree in business, general studies or related field of study and relevant full time experience in the administration of federal grants, housing subsidy programs, housing management, housing finance, real estate, mortgage industry, or other housing related field.
- Full time experience in the administration of HUD Community Planning and Development Programs and/or other federal housing programs.
