MOS Codes: NoneEducation and Experience: Bachelor's Degree or higher in Business or Public Administration, Engineering or related discipline, and six (6) years of experience in management or administration of a code enforcement program, including four (4) years of supervisory or managerial experience.
Licenses and Certifications: Valid Texas Class “C” Driver’s License or equivalent from another state by the time of appointment. Certification as a Code Enforcement Officer by the Texas Department of Licensing and Regulation is required at the time of appointment, or equivalent from another state. If equivalent from another state, must obtain Texas certification within six (6) months of appointment.
Requirements
Under direction, plan, organize, and assist in directing the City's code enforcement program and/or the financial, accounting, and customer service functions.
Qualifications
Direct, plan, and oversee the City's code enforcement program. Involves: Overseeing personnel in code enforcement. Identify potential issues within the Divisions of the Code Enforcement Department and develop strategies to respond effectively. Assess protocols, procedures, equipment and maintenance procedures and revise as necessary. Respond to and resolve high-level and complex complaints/inquiries from citizens, consultants, contractors, utilities, and regulatory agencies. Ensure compliance with all applicable federal, state laws, local ordinances, rules, and regulations.
Coordinate and oversee daily administrative and financial operations: Perform highly advanced and complex oversight activities for daily operations. Establish short and long-term goals and manage the implementation of goals, policies, and procedures. Respond to high-level, complex inquiries and complaints. Assign projects and evaluate progress. Assess need for new programs. Represent the program with internal and external stakeholders and provide technical expertise. Identify areas that are in need of change and develop strategies to implement needed changes. Lead special projects to improve services and operations. Assess budgetary needs and make recommendations to leadership. Evaluate division budget requests. Make presentations to City management on code enforcement issues.
Supervise assigned personnel. Involves: Supervise directly and through subordinate supervisors. Schedule, assign, and check work. Appraise employee performance and review evaluations by subordinate supervisors. Coordinate training and development opportunities. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hire, terminate, transfer, discipline, or other employee status changes.
