The primary purpose of this position is to: Manage the wing's inventory of Intercontinental Ballistic Missile (ICBM) code and critical components which provide the electronic and mechanical safety cornerstone of positive control and nuclear surety.

Ensures timely and accurate coding of 150 missile launch facilities (LF) and 15 Launch Control Centers (LCC). (Con.) Position requires "Critical" Personnel Reliability Program certification.

(PRP Category: Code A). Employee must obtain and consistently maintain "Critical" certification in the Personnel Reliability Program (PRP) as outlined in DOD521.42-R_AFMAN10-3902.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes expert understanding of the various ICBM code systems and their relationship to Positive Control and Nuclear Surety functions; expert knowledge of the handling, storage, transportation and accountability of ICBM code materials and components; comprehensive knowledge to manage and coordinate United States Strategic Command ICBM coding requirements.

OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is atleast 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of code systems, controls, coding operations, services, needs and goals of wing codes flight and assigned code handling responsibilities, related functions, resources and users.

In-depth knowledge of ICBM weapon system coding operations to support analysis and resolution of field coding malfunctions.

Knowledge of technical concepts, principles, practices and familiarity with other coding disciplines and architectures contained in Technical Orders, Technical Manuals, rules, regulations, directives, instructions and procedures.

Knowledge of automated data processing concepts, systems capabilities and economic usage to effectively accomplish assigned functions.

Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations and/or technical orders.

Ability to analyze, interpret, and apply rules, regulations, directives, instructions and procedures to a variety of situations and to recommend timely and accurate solutions.

Ability to plan and organize work and coordinate with other coding disciplines and architectures. Ability to communicate effectively both orally and in writing and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Directly oversees flight production, control, issue and recovery of over 3,500 code components critical to the wing's Emergency War Order (EWO) mission.

Generates and maintains Operations Plans (OPlans) to support critical code handling and control operations across the wing.

Creates, updates, and maintains coding records to ensure they accurately reflect current code configuration of wing's 150 ICBMs and 15 LCCs for the continued security and positive control of the Minuteman III weapon system.

Manages unit-assigned assigned portion of USSTRATCOM's COMSEC account, section equipment and supply accounts. Administers and co-authors unit controller instruction.

Serves as a primary classroom and WCPS instructor for all wing code controllers.
