The Neighborhood's Department is actively seeking a Code Compliance Administrative Supervisor.

This is administrative work at the supervisory level work performing varied and moderately complex administrative tasks. The work requires a knowledge of administrative techniques, methods, and procedures which is usually gained through a combination of training and considerable experience. Schedules, assigns, monitors, directs, reviews, and evaluates the work of assigned staff. Contacts with others require skills in understanding and influencing people and are important in supervising staff and coordinating administrative details affecting the organizational unit including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. The work is performed in an office environment though the employee may be required to deliver or pick up mail, documents, supplies/materials, or work in the call center answering phones. Operates standard office equipment such as personal computers. The physical demands consist of moving from one work location to another, sitting or standing for extended periods of time. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and, or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods. standards, and policies.

Requirements

  • Plans, schedules, organizes, assigns, reviews, trains, and evaluates the work of assigned staff. 
  • Supervises the preparation and maintenance of administrative records, files, and reports. 
  • Creates new and modifies existing reports to ensure accurate reporting and data analysis.
  • Recommends, coordinates, and implements administrative practices and procedures to facilitate work processes and accomplish unit activities.
  • Analyzes clerical and administrative needs and establishes training objectives.
  • Develops, implements, and maintains training programs, records, and files for employees
  • Provides technical functions such as geographic mapping, preparing presentations, and data analysis. 
  • Processes Tax Deed Surplus Claims for administrative fines, nuisance, and demolition liens.
  • Establishes, maintains, prepares reports, and processes certified funds received from reduction in lien requests, settlement agreements, and tax deed surplus claims.
  • Reviews, researches, and processes assigned public record requests.
  • Operates standard office equipment such as personal computer using word processing, spreadsheet, database, GIS database, and other related software.
  • Communicates clear direction, manages for results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies. 
  • Performs related work as assigned. 

Qualifications

  • Knowledge of Municipal Code Compliance techniques, methods, and procedures.
  • Knowledge of administrative and management techniques, methods, and procedures.
  • Knowledge of research and statistical methods and techniques.
  • Ability to plan, schedule, organize, assign, review, train, and evaluate the work of assigned staff. 
  • Ability to supervise and coordinate administrative functions.
  • Ability to interpret and explain laws, rules, regulations, policies, and procedures.
  • Ability to research, gather, compile, and analyze statistical data and conduct special studies.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to operate standard office equipment such as personal computer using word processing, spreadsheet, database, GIS database, and other related software.

Additional Information

  • Five years of education and/or experience in administrative work.
  • Experience in geographic mapping and database administration is preferred.
OTHER REQUIREMENTS:
  • The probationary period for this class is one year.
