This job is for a civil engineer in the Air National Guard who oversees the planning, design, construction, and maintenance of buildings and facilities at a military base.

Full Job Description

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CIVIL ENGINEER (TITLE 5), Position Description Number T5904800 and is part of the IL 126, National Guard.

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).

The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.

The FOURTH area of consideration will be all current Federal Employees. The FIFTH area of consideration will be all Federal re-employment eligible. The SIXTH area of consideration will be U.S.

Citizens.

BASIC EDUCATION REQUIREMENT: MUST possess basic education of which the curriculum must be: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes 1-year equivalent to at least next lower grade level experience, education, or training for management, supervision, or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; and (2) investigating, measuring, surveying, and mapping the earth's physical features.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience in managing the function of work to be performed.

Experience that includes leading, directing and assigning work of personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Major Duties:

As a CIVIL ENGINEER (TITLE 5), GS-0810-12, you will provide supervisory and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function.

Major Duties - This is NOT an all-inclusive list: Perform extensive mathematical and technical calculations in Civil Engineering.

Establish metrics and utilize analysis systems to ensure actions are timely and reviewed at critical points. Determine and coordinate acquisition and use of money, manpower, equipment, and material.

Consider a variety of elements in determining funds available, contour of land, soil condition, weather, and its effect upon building material and new engineering concepts.

Coordinate with other engineers and offices on higher echelon approved projects.

Provide technical instructions and information on engineering, and other technical requirements and assign phases of projects to subordinates.

In staff meetings and daily activities, present briefings on acquisitions, construction, operation, maintenance, and financial management concerning real property facilities.

Identify and discuss problems as well as corrective actions being taken, program status, and related matters of interest to supervisor and staff.

Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules.

Exercise authority in planning, directing, controlling, and coordinating engineering activities.

Perform self-assessments and present detailed and comprehensive reports with any corrective action taken to supervisor.

Plan, schedule, and assign work and ensure uniform application of regulations, policies, directives, and professional engineering practices.

Provide advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues.

Identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, training, and space to ensure success in meeting goals and objectives.

Make decisions in line with prior organization policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions.

Delegate authority, ensure coordination, and develop new managerial methods and techniques to increase program effectiveness and decrease costs.
