This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a Civil Engineer (Structural) GS-0810-13 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Tulsa, Oklahoma.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes: 1) Experience preparing and reviewing design calculations, drawings, specifications, construction submittals, shop drawings and/or technical reports to ensure they comply with established engineering criteria and standards; AND 2) Experience resolving complex structural engineering and construction problems for projects such as dams, levees, bridges, or vertical construction; AND 3) Experience coordinating the structural engineering aspects of a project with multi-disciplinary teams throughout the design and construction phases.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below: Major Duties:

  • Serves as the lead technical authority for construction quality by performing authoritative reviews of contractor structural submittals, including shop drawings, calculations, and material data to ensure strict compliance with contract documents.
  • Conducts on-site inspections and field investigations to verify construction is compliant with the structural design. Identifies and directs the resolution of complex structural issues, coordinating with design teams and contractors.
  • Leads and performs Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) reviews of final designs, identifying potential construction-phase issues and providing expert recommendations for mitigation.
  • Acts as the division's senior structural consultant for all projects in the construction phase, providing expert analysis and decisive recommendations to ensure the safety, quality, and structural integrity of MILCON and Civil Works projects.
  • As the Division subject matter expert, incumbent serves as a structural engineering staff specialist performing engineering quality assurance (QA) evaluations for in-house and A-E products and services.
  • Incumbent provides evaluation of the quality of structural engineering products and processes.
  • Incumbent develops SWD structural engineering criteria and provides assistance to HQUSACE in developing national criteria for unusual and complex structural engineering problems.
  • Evaluate district products and services assuring structural engineering processes use appropriate new methods and result in meeting HQUSACE, Air Force, Army, Installation, National, Federal, and State technical criteria and regional standards.
  • Through implementation of Army Quality concepts, determines the progress of the District's Civil Works and Military Construction (MILCON) Quality Control Programs for structural engineering.
  • Through implementation of Army Quality concepts, determines the progress of the District's Civil Works and Military Construction (MILCON) Quality Control Programs for structural engineering.
  • Incumbent participates in Field Review Group Conferences, User Group Meetings, Corps-wide technical conferences, meetings with districts, Army Laboratories and others to prioritize the Civil Works and MILCON structural engineering programs.
