The City of Eugene Public Works Department is looking for a positive and energetic Land Surveyor to manage survey-related functions and projects for the Engineering Division. The person must thrive in a team-oriented setting and demonstrate adaptability to a dynamic environment. The role is a blend of self-performed work on publicly funded projects and review of privately funded projects. Work is performed inside and outside of the office setting. The person acts as project manager, working alongside other technicians and engineers. A strong sense of survey law, fundamentals, professional ethics and integrity is a must.

The position oversees technical and para-professional survey work performed by survey and engineering technicians, and performs professional surveying duties including developing and overseeing survey standards and practices, performing surveys, boundary resolution, preparation of property description and exhibit maps, maintaining survey records, expanding horizontal and vertical control networks, developing and presenting survey training programs, and reviewing and approving surveys and land division plats for compliance with statutory requirements.

The successful candidate must be a team player and capable of working independently. Strong written, verbal, analytical, organizational, and interpersonal skills are a must along with strong drafting skills and knowledge of various survey software packages. Preference will be given for registration as an Oregon Certified Water Rights Examiner and familiarity with Lane County Surveyor’s Office practices and procedures.

This position reports directly to the Engineering Development Review Manager and helps coordinate land development activities and regulations. This position works cohesively with capital project managers and city land managers. The person in this position collaborates with many partners to ensure survey standards and regulatory requirements are met. They are responsible for contributing to and implementing the vision, mission and goals of the organization.

Work Schedule: The City of Eugene is shifting to a work environment of primarily in office work to foster collaboration and connection. New employees must work on site full time for the duration of their probationary period (typically 12 months). Requirements

Establishes survey standards and procedures for Engineering Division project teams; monitors compliance with standards and procedures.

As project manager, this position oversees and/or performs boundary surveys on City-owned properties and location surveys of public rights-of-way.

Manages City survey and right-of-way location records to ensure that they meet professional standards; establishes boundary and right-of-way locations for city properties and streets; provides updated records to County Surveyor’s office.

Writes and interprets legal property descriptions and resolves problems resulting from inaccurate or inconclusive descriptions.

As project manager, maintains and expands horizontal and vertical control networks.

Reviews and approves land division plats on behalf of the city; participates in the review of land use applications and with establishing conditions for new development.

Serves as resource to Engineering Division project teams in preparation of legal descriptions, protection and/or replacement of survey monuments, and preparation of remonumentation surveys.

Oversees post-monumentation in subdivisions and monitors compliance.

Maintain, upgrade and calibrate the City’s GPS base station.

Coordinates multiple projects; schedules and allocate staff resources to meet workload demands.

Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

Ensures implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division-wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.

Oversees survey assignments performed by Engineering Technicians.

Identifies survey training needs, develops training program and trains staff.

Utilizes PC for wide range of functions including researching records, preparation of reports and spreadsheets, and preparation of plans and maps using CAD software.

Assists the Engineering Development Review Manager in review of new development, research, problem resolution, interaction with other City offices and the public.

Represents the Public Works Engineering division at public hearings, public meetings, and with other public agencies. Acts as division liaison to other divisions, departments and citizen involvement groups.

Performs other duties as assigned.

A typical way to obtain the knowledge and abilities would be:

Experience:
Four years experience in surveying work including a minimum of two years project management authority and one year of supervisory or lead experience.

Any combination of experience the would provide the required knowledge and abilities is qualifying.

Training:
Preference for a Bachelor's degree from an accredited college or university with major course work in surveying technology or a related field.

Any combination of training that would provide the minimum requirements for Oregon licensure is qualifying.

License or certification:
Registration as Oregon Professional Land Surveyor or ability to obtain registration through reciprocity within six months of hire.

Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license.

Preferred but not required, Oregon Water Rights Examiner Certificate.

The Ideal Candidate will possess the following knowledge, skills, and abilities:

Knowledge of:
Oregon statutes and legal principles concerning surveying, land division, boundary establishment, and public rights-of-way and easements.

Professional survey standards and practices related to boundary, control, and construction surveying.

Supervisory principles and practices.

Lane County Surveyors Office practices and procedures

Principles, techniques and practices of traditional and GPS field methods.

Engineering principles related to design and construction of public improvements including streets, storm drains and sanitary sewers.

Ability to:
Plan and organize the work of others.

Perform construction, control, and boundary surveys.

Use manual, total station and GPS surveying equipment, including data collectors and their corresponding computer interface. Specifically, Trimble survey products.

Use a wide range of computer software including word processing, spreadsheets, coordinate geometry, CAD programs and specialized software packages.

Plan and schedule time and resources for multiple projects; track project budgets.

Train others in surveying standards and practices.

Research information and prepare logical concise reports.

Read, interpret, and write legal property descriptions and solve associated problems.

Follow instructions and keep accurate records.

Deal tactfully with the public, co-workers, professionals in private practice, and others.

Make presentations to public groups.

Communicate clearly, both orally and in writing.

Communicate with other surveyors, engineers, construction contractors and workers and other members of the public.

Perform strenuous duties under varying weather conditions and in or near heavy traffic.

Drives stakes, iron pipes and iron rods with a sledgehammer. Chop heavy brush with a variety of implements, use pick and shovel for digging. Dig asphalt and bore holes in a variety of hard surfaces with a rotohammer. Hike with equipment in steep wooded terrain.
