Job Description

Summary

This job involves overseeing and regulating child care facilities, adoption agencies, and court-run programs across a region in Michigan to ensure they meet safety and legal standards.

Key Requirements

  • Ability to enforce statutes and administrative rules in child welfare programs
  • Skills in conducting complaint investigations and coordinating with Child Protective Services and law enforcement
  • Experience determining good moral character and suitability of applicants for child welfare roles
  • Ability to testify in administrative and circuit court hearings and participate in department initiatives

The advanced level Child Welfare Consultant with the Division of Child Welfare Licensing functions as a recognized resource responsible for enforcing all statute and administrative rules in child caring institutions, child placing agencies, and court operated facilities, and to provide expert technical assistance and consultation to these programs, within the assigned geographical region. Determine good moral character and suitability of applicants. Conduct complaint investigations for child caring institutions, child placing agencies, and court operated facilities and coordinates investigations with Child Protective Services and Law Enforcement. These programs involve all governmentally-operated and all non-governmentally operated children’s institutions and governmentally and non-governmentally operated child placing agencies. The Consultant takes enforcement actions and testifies in administrative hearings and circuit court hearings when licensees contest Department actions. Participates in various Department and division initiatives.

    Requirements

    Education
    Possession of a master's degree with a major in social work, psychology, counseling and guidance, family and/or child development, criminal justice, family and child ecology, sociology, family community services, family studies, human services-related counseling major, counseling psychology, elementary education, early childhood education, gerontology, or rehabilitation counseling.


    Experience

    Child Welfare Consultant 12
    Three years of professional supervisory experience in a child placing agency, child caring institution, or child welfare social court operated facility; or, at least 1 year of experience as a Child Welfare Consultant P11 or equivalent.

    Position Location/Remote Office: The physical location of this position is TBD. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

    o A secure work location that allows privacy and prevents distractions.
    o A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
