To be eligible for this position, you must pass a DCYF Spanish language certification test within your first 6 months of employment. There is an additional 5% assignment pay for dual language, based on the successful completion of the Language Certification Test.

Your Opportunity:
The Child Care Health Benefits Specialist supports the Program by coordinating and maintaining data regarding customer service contacts and entering enrollment changes into the Health Benefits Trust’s Employer Portal. Providers represented under the CBA care for children receiving child care subsidies and stable Health Benefits, supported by this position, therefore help them sustain their businesses, increasing access to child care for low-income families.

This position supports an area that is composed of a significant population of clients that primarily speaks a language other than English with limited English proficiency. In keeping with the mission of DCYF, this position will serve as a point of contact within the work unit/program area, to provide dual language assistance to clients that have limited English proficiency clients/cases. This position has an obligation to provide clients with oral and/ or written interpreting and translation services, including interviewing, reviewing, documentation, and obtaining statements from clients with limited English proficiency.

Some of what you will do:
  • Oversee day-to-day program operations, function as the program representative and resource, have extensive contact with program participants and outside entities.
  • Resolve problems within a delegated area of authority from the unit manager.
  • Assist child care health benefits supervisor and unit manager by coordinating all aspects of program services, such as enrollment and disenrollment; provide technical assistance and specialized consultation to program participants.
  • Drafts and supports development of business rule updates, policies and procedures.
  • Drafts and develops informational materials, scripts and other resources to support clients understanding and awareness of the program, based on the unique needs of the child care industry.
  • Collect and process health benefits application submissions, analyzing against all categories of eligibility criteria, including Working Connections Child Care Subsidy Data Lookback Tool.
  • Determines eligibility based on all aspects of eligibility criteria outlined in CBA and Child Care Subsidy Data Lookback Tool.
  • Responsible for assisting with cases of limited English proficiency clients from individuals whose primary language is Spanish, including interviewing, reviewing, documentation, and obtaining statements.
  • Implement program policy for internal staff and external providers and stakeholders regarding state or federal guidelines and CBA and clarification about interconnection with child care health benefits policy and procedures.
  • Conduct ongoing communications with family child care providers, stakeholders and the public about health benefits availability, eligibility criteria, application process and status, and enrollment status.


Required Qualifications:

  • A comparable combination of education and experience in any of the following: coordinating health benefits records, data entry and analysis, providing assistance or issue resolution to clients/customers regarding inquiries, complaints or problems totaling six years.

OR

  • Bachelor’s degree in business administration, statistics, public health, health administration or a related field AND two (2) years of experience in one of the following: coordinating health benefits records, data entry and analysis, providing assistance or issue resolution to clients/customers regarding inquiries, complaints or problem.

OR

  • Associate’s degree AND four (4) years of experience in one of the following: coordinating health benefits records, data entry and analysis, providing technical assistance or issue resolution to clients/customers regarding inquiries, complaints or problems.

AND

  • Must be able to read, write, and speak fluently in both English and Spanish for providing interpretation and translation to clients. Employee must be certified and proficient and be able to provide certification within six months of dual language designation
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Previous demonstrated ability to apply an enterprise approach to problem solving.
  • Previous demonstrated excellence in written and oral communications across diverse audiences on a range of complex and technical issues.
  • Previous demonstrated proficiency using MS Word, Outlook, Excel, PowerPoint, internet browser, and database query tools.
  • Previous demonstrated working knowledge of state government.
  • Certified Spanish Translator.
