This job leads the Army's office for testing and evaluating weapons and systems to ensure they work safely and effectively, overseeing teams that plan and run these tests across different locations.
It's a high-level leadership role for someone with deep experience in defense testing who can manage complex projects, inspire diverse teams, and drive government efficiency while upholding constitutional principles.

This position is designated as Key Leadership Position (KLP), which is a subset is a Critical Acquisition Position (CAP), the selectee must meet all required KLP certification standards at the time of assignment or have an approved waiver signed by the Army Acquisition Executive (AAE).
This critical acquisition position requires Practitioner Level certification in the Acquisition Functional Area of TEST AND EVALUATION (T&E).

There is NO requirement to prepare a separate narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Mandatory Technical Qualification (MTQ).
MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.
MTQ: Demonstrated ability to lead geographically dispersed, highly diverse teams to develop and implement risk-informed test and evaluation strategies and continuous campaigns of learning.
This includes knowledge of design of experiments, operations research analysis, digital engineering, models and simulations, test capabilities, safety releases and confirmations, data governance, weapon system evaluations.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
ADDITIONAL REQUIREMENTS: THIS IS A SENIOR EXECUTIVE SERVICE (SES) LEVEL CRITICAL ACQUISITION POSITION. -- This is a Critical Acquisition Position (CAP).
Unless specifically waived by the appropriate Army Acquisition Executive, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C.
1732 and 1737): -- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

Major Duties:
The Chief, Test and Evaluation Office serves as ATEC's senior authority for delivering agile, risk-informed test and evaluation support to Army, DoW, and Joint Acquisition Executives, directing billion-dollar campaigns of learning that shape acquisition and force-development decisions.
Operating as a principal advisor to the ATEC Commanding General, the executive synchronizes enterprise-wide test and evaluation efforts, influences policy at the Army, DoD, and Congressional levels, ensures unified support across all ATEC organizations and ranges, and collaborates with other Army and DoW analytic organizations to support system lifecycles.
The role leads senior PAE integrators, oversees key personnel decisions, drives workforce development and organizational performance, and champions diversity and EEO principles.
Additionally, the position represents ATEC in high-level national and international forums, providing expert guidance in test design, statistical experimentation, and strategic evaluation matters.
