Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading efforts to protect national security by managing personnel vetting, counterintelligence activities, and security reforms across the U.S.
government, including working with various agencies to detect and counter foreign threats.
A good fit would be an experienced leader with a strong background in security policy, team management, and government operations who is passionate about upholding constitutional principles and improving efficiency in sensitive national roles.
Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

Required Qualifications Expert knowledge of relevant executive orders, regulations, policies and standards related to SecEA authorities and responsibilities and national security personnel vetting programs.
Expert management skills, including a superior ability to oversee multiple teams as they implement programs, develop policies, and report on activities to Congress and oversight bodies.
Superior ability to work and partner with the Executive Branch and the IC to consistently and effectively implement TW 2.0 reform efforts and address issues that span the personnel security vetting mission.
Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal professional development of all levels of personnel.
At least 5 years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization/industry.
Superior collaboration skills, including the ability to effectively build coalitions among government elements to achieve common goals.
Knowledge of security clearance reform initiatives and challenges. Desired Qualifications Familiarity with the Trusted Workforce 2.0 reform initiative. Major Duties:
The NCSC/Security Directorate (SD) The Security Directorate (SD) protects the nations security interests by providing comprehensive security solutions.
SD develops and implements policies, guidance, and standards for personnel security, IC-wide and SCI security-relevant issues, and security clearance reform.
SD also engages with government and industry partners to protect national security equities against foreign intelligence and security threats, and advance the U.S.
Governments risk management environment to safeguard against adversarial and insider threats.
The NCSC/SD directly supports the DNIs responsibilities as the Security Executive Agency (SecEA) across the Executive Branch and serves as the DNIs designee for oversight of national security programs across the Intelligence Community (IC).
The SD, Chief, Personnel Security leads a team of government and contract personnel performing support activities consistent with the DNIs SecEA oversight responsibilities and in accordance with the Intelligence Reform and Terrorism Prevention Act, EO 13467, EO 12968, and other related policies.
The selected candidate will:Oversee and lead community outreach efforts to Executive Branch agencies, including the IC, and Industry partners in order to effectively implement SecEA and joint personnel security clearance reform initiatives through Executive Branch policies, information systems, guidelines, and standards.
Lead the effort to collect, compile and report to Congress and oversight bodies national security personnel security performance metrics from across the Executive Branch, applying advanced analytic and statistical methodologies to drive data integrity and organizational efficiency.
Lead, guide, and oversee a team of professional staff responsible for executing the SecEA National Assessment Program (SNAP), ensuring effective implementation of SecEA authorities and responsibilities.
Oversee quality assurance by conducting comprehensive assessments of personnel security programs within Executive Branch agencies and drafting recommendations for improvement.
Collaborate with Executive Branch agencies and serve as a member of interagency committees or organizations involved in reviewing, developing and issuing national security personnel security vetting policies, directives and guidance.
Compose complex correspondence, memoranda, executive summaries, analytical narratives and descriptive reports in order to present sound recommendations and share best practices.
Assess performance, collaborate and oversee goal setting, and provide feedback on personal development for assigned team members.
Implement IC wide guidance in agency standards, guidelines, or policies for major IC security programs.
