The Pennsylvania Liquor Control Board (PLCB) is excited to announce an opportunity to join the executive leadership team!


The PLCB is seeking an individual to serve as the Chief Information Officer 3 (CIO) to provide executive leadership for the agency's information technology (IT) program.

This role directs IT strategy, policy, and operations, ensuring technology aligns with business needs and supports the PLCB's operational and strategic objectives.

Requirements

This position serves as the Chief Information Officer (CIO) and directs the information technology program and policies for the Pennsylvania Liquor Control Board (PLCB).

The CIO is responsible for strategic IT planning, policy development, applications services, data services, infrastructure, and customer service to support the agency's business and operational environments.


The position develops, recommends, and implements IT policies within enterprise standards; manages IT portfolios and priorities; and allocates resources to enhance agency IT programs.

The CIO collaborates with internal and external staff members to align technology with business needs and establishes corresponding IT strategic plans, goals, and objectives.


The CIO is responsible for the agency's various Oracle ERP and SaaS applications to support business needs (e.g.

ERP Cloud, MFCS Cloud, OIC cloud, OCC Cloud, XOffice and XStore, SIOCS Cloud, etc.) The agency has other non-Oracle related SAAS applications such Computronix POSSE to support its licensing functions and MS SharePoint Online, and Visual Studio / Dev Ops, etc.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Evening and weekend hours may be required, based on operational needs.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Seven years of professional experience in managing all phases of information technology projects, and a bachelor’s degree; or
  • Seven years of professional experience managing information technology functions for an organization, and a bachelor's degree; or
  • An equivalent combination of experience and training.


Additional Requirements:

  • You must have at least seven years of Oracle or SAP experience in a management role, with at least one year being at a level that is a Chief Information Officer (CIO) or a manager reporting to a CIO.
  • You must be able to perform essential job functions.


Preferred Qualifications (not required):

  • Strong communication skills
  • Leadership ability
  • Proficiency with Microsoft applications including Word, Excel, and Outlook


Legal Requirements:

You must pass a background investigation.

An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.

Other criminal convictions will be reviewed on a case-by-case basis.
