This position serves as a Program Manager located within the Office of the Deputy Secretary (DEPSECVA), Office of Resolution Management (ORM), Office of the Harassment Prevention Program (HPP).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Reporting on a Harassment Prevention Program status throughout the program's life cycle; Formulating an annual financial budget to ensure an appropriate distribution of allocated funds; Analyzing workload and/or other data for decision making and resource planning; Identifying potential issues/concerns with a HPP to devise solutions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary. May require occasional travel.

Major Duties:
The position reports directly to the Deputy Executive Director.
ORM works to promote a discrimination-free work environment focused on serving Veterans by preventing, resolving, and processing EEO discrimination and other complaints in a timely and high-quality manner.
The HPP office facilitates creating a culture of trust throughout VA where employees can work in a safe atmosphere.
The HPP office's goal is to prevent harassment and promote a culture of trust and respect by working directly with Administrations and key Staff Offices to investigate, take corrective action, and deliver training.
Administers the HPP program that has a national impact within the ORM portfolio. Organizes HPP programs and activities for the VA.
Develops programs to support the VA's strategic direction, including creating and managing long-term goals. Develops budget and operating plans.
Leads a team which supports the established program objectives. Develops evaluation methods to assess program strengths and identify areas for improvement.
