Job Description

Summary

This job involves working as a senior chemist in the Navy's fuel operations in Japan, where you'll test petroleum products, manage lab equipment, ensure safety standards, and advise on quality issues for military bases.

It's ideal for someone with hands-on lab experience in chemical analysis who thrives in a technical leadership role within a government or military setting.

Note that medical and dental care is very limited in Japan, so it's best for those prepared for overseas challenges.

***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.*** You will serve as a CHEMIST of COMMANDER, NAVAL REGION JAPAN.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Conducting chemical testing of petroleum, oil and lubricant products; 2) Preparing analytical results of laboratory findings, methods and techniques used, data obtained and recommendations and conclusions reached; 3) Calibrating and maintaining instrumentation and equipment used in chemical analysis; 4) Responding to inquiries on the correct procedures for issuing, handling, storage and disposal of petroleum, oil and lubricant products.

  • You will serve as the Regional Chemist for Commander, Navy Installations Command, Region Fuels Office.
  • You will serve as the primary technical liaison to resolve complex quality discrepancies with Defense Logistics Energy Agency (DLA-E), Navy Petroleum Office (NPO), and other higher-echelon commands on behalf of all subordinate laboratories.
  • You will provide program oversight for laboratory operations, ensuring subordinate labs properly conduct, document, and manage chemical analyses and effectively utilize laboratory information management systems.
  • You will serve as senior technical authority for evaluate Petroleum, Oil, and Lubricant (POL) quality assurance programs across multiple sites, ensuring product quality, sample testing, and analysis meet all established standards and specifications.
  • You will oversee regional laboratory readiness, by assessing calibration programs, analyzing site reports, and providing guidance on equipment procurement and inventory management to ensure operational capability.
  • You will direct the implementation of regional policies for chemical hygiene, laboratory safety, and emergency response to ensure consistent compliance with safety and industrial hygiene standards.
