Summary

This job involves managing the daily operations of an American military cemetery in France, including leading staff to keep the grounds in top condition and organizing community events to honor veterans' sacrifices.

A good fit would be someone with leadership experience in operations or public outreach, who is comfortable working abroad and connecting with local communities.

Full Job Description

This position is located in Seringes-et-Nesles, France at the Oise-Aisne American Cemetery.

Directs cemetery staff and resources to assure that the cemetery is maintained to the very high standards of the ABMC.

Conducts outreach to assure that the American Cemetery plays an active role in bringing the sacrifices of our veterans to the clear attention of the local community, host nation citizens, and Americans.

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks).

These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Language Requirement ABMC operational positions are located overseas and proficiency in French is a requirement for final selection for this role.

Commission representatives may correspond with applicants in the required language throughout the application process.

Applicants will be evaluated by a third-party testing organization to determine their proficiency in speaking, listening comprehension, and reading using the Interagency Language Roundtable (ILR) scale.

You should be prepared for a language evaluation immediately upon consideration. A minimum score of ILR speaking 2+ / reading 2+ is required to qualify.

If you are selected at the minimum score(s), you may be required to complete a language training program and/or re-test as a condition of continued employment.

Proficiency in any additional ABMC languages (Arabic, Dutch, Italian, Spanish, or Tagalog), while not required for selection, should be indicated on your application.

Specialized Experience: For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates: Performing the full scope of supervisory duties by conducting all human resource management decisions including hiring, evaluation, discipline, and training; preparing and executing a budget for a program or organization; sets policy and develops standard operating procedures for the daily operation of an organization; promoting the services and products of an organization; engaging in speaking events; and preparing or delivering oral presentation.

For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: I have one year of specialized experience equivalent to the GS-09 grade level in Federal service which includes: Distributing or balancing the workload of others by supervising or overseeing a team project; monitoring expenditures to ensure cost-effective support of programs; promoting the services and products of an organization; and communicating with the public in a structured manner.

OR A Ph.D. or equivalent doctoral degree, or three full years of progressively higher graduate level education in an accredited or pre-accredited college or university leading to such a degree.

Major Duties:

The incumbent is responsible for planning, developing, reviewing, and operating a program to effectively coordinate all cemetery operations.

Assures that the cemetery operates in harmony with local labor laws, customs, and regulations. Serves as the Contracting Officer Representative overseeing on-site construction and repairs.

Maintains constant coordination and cooperation with the regional horticulture staff.

The Superintendent conducts preventive maintenance inspections of cemetery facilities, ornamental features and grounds to determine the nature of required repairs and to take corrective actions.

Overseas Information Please note the following information related to this overseas assignment: The selectee will be required to obtain a diplomatic passport and appropriate visas (at the cost of the Agency) prior to assignment.

The selectee will be required to live in assigned, government quarters.

The selectee will receive post allowance and/or post differential in accordance with Department of State Standardized Regulations (DSSR) in lieu of locality pay.

On this overseas accompanied tour, medical, dental, and education services may not be available in the immediate location and/or may be provided solely by host nation providers.

The availability and level of care at host nation medical facilities will vary by location.
