This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices.

CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program, or families that have an open child welfare case.

Funding through CCCAP is intended to support low-income families who are working, searching for work, or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after-school programs.

The priority of the Program Services Unit and the County Monitoring Team within the CCCAP Division is to support counties with proper administration of the program in accordance with all applicable regulations and guidelines.

This involves preventing fraud, waste, and abuse, maintaining financial accountability, and ensuring the quality and accessibility of child care services for eligible families.

The team is responsible for statewide monitoring of the subsidy program to ensure compliance with applicable federal laws, state statutes, and CDEC regulations for the CCCAP.

This is accomplished through county-level monitoring, quality assurance, and improvement activities.

The unit is also responsible for statewide coordination and compliance with state and federal audit activities.

The data collected through these activities is used by state program leadership and counties to analyze program performance, establish effective training plans, and implement performance plans and corrective action measures as necessary.

Requirements

What you’ll be doing:

This position supports the Program Services Manager in implementing program integrity strategies and programmatic directives in the county administration of the Colorado Child Care Assistance Program. The position provides statewide monitoring of the subsidy program to ensure compliance with applicable federal laws, state statutes, and CDEC regulations for the CCCAP - recommending county training needs and performance improvement initiatives, and managing corrective action measures based on guidance outlined in federal and state regulations, state statute, the State Plan, the MOU, and CCCAP regulations to ensure the appropriateness of benefits and services delivered by the 64 county departments of social/human services.

This position reviews the work product of staff to ensure they meet expected deadlines and ensure deliverables meet quality and accuracy expectations, align with CCCAP requirements, regulations, and principles, and ensure directives to counties meet program expectations.

Responsibilities of this position include ensuring the eligibility and case management activities for clients meet program requirements, are timely, and have been accurately determined; documentation is sufficient; and findings and data are presented to counties and relevant stakeholders based on Division standards.

This position evaluates the effectiveness of program approaches and provides recommendations to improve the quality of payment and services by continually monitoring error trends, systems, and practices for CCCAP. This position works directly with the CCCAP Program Services Manager and the CCCAP Division Director by providing research, analysis, and feedback regarding operations, resources, and business processes to maximize resources and improve overall service delivery.

Additional position duties include, but are not limited to:
  • Completes monitoring activities, including county visits and performance monitoring, to investigate county practices to ensure issues, problems, or violations are not occurring, or to expose problems and violations that were not previously known, and communicates outcomes verbally or in writing to the CCCAP Program Services Manager and other managers as needed;
  • Interview county CCCAP staff regarding eligibility processes, business office, provider tasks, and audit payments, and make recommendations for payment issues to the CCCAP County Monitoring Specialists and CCCAP Program Services Manager.
  • Recommend actions to be taken by county staff to correct problems and violations when discovered, and monitor adoption of recommendations to ensure future compliance;
  • Works with the CCCAP training unit to recommend technical assistance or training using the CHATS Help Desk, email, telephone, in-person meetings, webinars, or the creation of manuals and desk aids;
  • Coordinates with the division training and instructional design team to develop training in response to recurring or frequent technical assistance needs;
  • Updates CCCAP materials and forms, including format and content, in response to issues that create inefficiencies or ineffectiveness in the CCCAP by counties or clients;
  • Recommends changes to rules or processes that enable effective compliance standards;
  • Develops content for the monthly CHATS Users Group, the CCCAP conference, and other stakeholder meetings to address compliance issues or process and policy changes;
  • Collects county department data and drafts reports as requested by the CCCAP Program Services Manager;
  • Serves as the work lead of 2 SSS-III’s to implement oversight activities to ensure accurate and timely eligibility determinations that incorporate rules, procedures, and the CHATS automated system.
  • Supports the Program Services Manager in monitoring county activities, ensuring overall compliance with the terms of county policies, applicable federal regulations, State statutes, and state program rules.
  • Other duties as assigned

MINIMUM QUALIFICATIONS:
Experience Only: Seven (7) years of relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs. Must have at least two (2) years of experience in a public benefit assistance program and/or leadership in a public benefit assistance program.

OR,

Education and Experience: A combination of related education and/or relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs, AND two (2) years of experience in a public benefit assistance program and/or leadership in a public benefit assistance program. A total of seven (7) years of experience and educational credits combined.

Preferred Qualifications:
  • State of Colorado experience related to the duties of this position
  • At least three years of experience working with the Colorado Child Care Assistance Program (CCCAP)
  • Experience/Familiarity with CCCAP rules and regulations
  • Knowledge of CHATS and ATS systems
  • Understanding of and ability to use Google functionality, including Gmail, Sheets, Docs, and Slides.

  • Experience working with the Colorado Child Care Assistance Program (CCCAP) OR another benefit assistance program
  • Experience with directing work products as part of a team
