This job involves overseeing contracts for Colorado's benefits management system, which helps deliver food, cash, and medical assistance to residents.

This position is open to current Colorado residents only.
The Colorado Benefits Eligibility and Enrollment Systems (CoBEES) team manages the technology that is used to deliver human services programs for the people of Colorado, including food, cash, and medical assistance.
This includes the Colorado Benefits Management System (CBMS) for benefits case processing and management, PEAK (the public-facing application people use to sign up for benefits), and products under the Joint Agency Interoperability (JAI) program.
CoBEES and its associated systems are led by the Chief Product Officer and overseen by the Colorado Department of Human Services (CDHS), Colorado Department of Health Care Policy and Financing (HCPF), and the Governor’s Office of Information Technology (OIT).
This position is responsible for planning, negotiating, implementing, monitoring, and managing procurements, contracts, amendments, and/or interagency agreements for CoBEES to ensure effective delivery of goods and services, and ensures the financial stewardship of contract financials.
This includes monitoring contract compliance and/or contract financial performance to verify contract terms, services to be provided, payment schedules, and contract and/or payment process; administering contract compliance and performance requirements; evaluating overall vendor performance; researching and compiling competitive pricing comparisons; and analyzing data and preparing reports and recommendations.
Summary of Job Duties:
Provide expertise in the development, negotiation, and implementation of procurements and contracts for CBMS, ensuring cost-effective delivery of high quality products and services.
Provide day-to-day management and monitoring of CBMS IT contracts to determine contractual compliance regarding Service Level Agreements (SLAs) and product delivery.
Serve as primary contract liaison with CBMS partner vendors, supporting both CDHS and HCPF in conversations with vendors to achieve contract goals.
Evaluate vendor performance and develop and implement corrective action plans for contracts not performing to agreed upon Service Level Agreement Standards.
Ensures all contracts and processes comply with state and federal policies and regulations, including compliance with state and federal funding requirements and expenditure reporting.
Prepare dashboard financial summaries on the financial budget plan-against-actuals for all CBMS vendor partner contracts.
Develop and draft contract amendments and facilitate approvals from state and federal partners.
Manage the contract solicitation process to source, select, and secure CBMS vendors.
Recommend and implement improvements to procurement and contract management processes to increase effectiveness and efficiency.
Minimum Qualifications:
Years of Experience:
Seven (7) years of professional experience in contracting or procurement, which included monitoring and ensuring contractor performance and compliance, drafting solicitations, vendor selection, strategic sourcing, contract writing, management, and/or negotiation.
OR
Education and Experience:
A combination of related education: graduation from an accredited college or university with a bachelor's degree in Accounting, Finance, Business Management, Business Administration, or a closely related field of study and experience in contracting or procurement, which included monitoring and ensuring contractor performance and compliance, drafting solicitations, vendor selection, strategic sourcing, contract writing, management, and/or negotiation totally seven (7) years.
Preferred Qualifications:
This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
