Full Job Description

This position is organizationally located in the Technology Enhancing Cognition & Health-Geriatric Research, Education and Clinical Center (TECH-GRECC) under the supervision of the TECH-GRECC Director.

The incumbent serves as a fully functional member of the senior staff in providing advice for management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and human resources.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond the GS-11 requirements.

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Preferred experience includes managing funding transactions related to research and special purpose funded projects.

Additionally considered preferred experience is working with VA Systems for purchasing and financial transactions.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel between VAPHS sites will be required.

The incumbent plans, administers, and coordinates administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services.

Provides for the overall administrative management for the TECH-GRECC.

This includes interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to senior GRECC management and staff on related issues.

In addition to but not limited: Administration Management 35% Provides for the overall administrative management for the TECH-GRECC and works closely with the Research and Development to ensure GRECC funded clinical research activities are managed appropriately.

Program Performance Analysis 30% Attends collaborative business meetings for discussion of issues and plays an active role in completing detailed evaluations and analysis of current work methods as they relate to the systems and processes being used by current clinical staff and research investigators.

Provides data and Program analysis for GRECC clinical and Educational programs.

Budget/Financial Management 10% Responsible for the budgeting and financial management of TECH-GRECC budgets, responds to requests for and plans, manages, directs, and coordinates budget formation, analysis, justification and execution, financial management and financial reporting.

Personnel Administration 10% Serves as a liaison between Human Resources and the TECH-GRECC's management and staff concerning personnel-related matters and provides advice on solving complex personnel related problems and calls to the attention problems that require HR intervention or correction.

Supervisory Duties 15% Conducting and coordinating performance management for administrative staff assigned to the TECH-GRECC.

Develops and coordinates the implementation of internal policies and programs relating to equal employment, merit promotion, position management, timecard processing, employee, and labor relations, and ensure support for administrative personnel.

Promotion Potential: GS -12 is the Full Performance grade for this position. Work Schedule: 8:00 AM - 4:30 PM Monday to Friday Telework: May be authorized for ad-hoc telework.
