Full Job Description

As a Budget Analyst at the GS-0560-13, you will be part of the Budget Planning and Analysis Division, Office of the Chief Financial Officer, Equal Employment Opportunity Commission.

If selected, you will serve as a budget analyst, performing administrative, analytical, and advisory work involving budget formulation, justification, presentation, and execution of assigned budget areas.

For the GS-13: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in the federal Service.

Specialized experience is defined as experience evaluating the impact of policy or regulatory changes on budget programs; applying performance requirements under the Government Performance and Results Act (GPRA) and the Federal Managers' Financial Integrity Act (FMFIA); conducting complex budget analysis to assess funding needs, performance measures, outputs, and outcomes; reviewing and evaluating budget submissions from program offices; and communicating budget information and recommendations effectively both orally and in writing.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 13 level.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Performs planning, development, and analysis related to the formulation, execution, and review of the agency’s Office of Management and Budget (OMB) and Congressional performance budgets.
  • Accesses confidential human resources and payroll records to support the formulation and execution of estimates for the agency’s budget requests to OMB and Congress.
  • Manages assigned aspects of the budget process, including formulation, preparation, execution, and quality assurance. Analyzes performance measures, outputs, and outcomes using analytical tools and collaborates with internal and external offices.
  • Plans, prepares, and evaluates the development and implementation of methods and procedures for preparing budget requests for assigned areas of responsibility and related supporting documentation.
  • Develops long-range budget planning procedures and cost factors to analyze budget and performance considerations.
  • Prepares and analyzes monthly status of funds reports and recommends changes in operating within funds limitations.
