This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required.


This position is represented by the Teamsters 117 bargaining unit.

If so, the Washington State Department of Corrections (DOC) has an exciting opportunity to join our Budget team as a Budget Analyst 4 (BA4).

In this role, you will play a key part in providing detailed budget analysis, development, and ongoing monitoring of the Department of Corrections’ operating budget.


As a Budget Analyst 4, you will deliver accurate, timely, and meaningful financial data to executive leadership and stakeholders, supporting informed financial decisions that directly impact the DOC.

The successful candidate will provide in-depth financial analysis and support for the Health Services and ISRB divisions, helping ensure budgets are managed responsibly and remain within allocated limits.


This position calls for strong communication skills and a collaborative mindset. You will regularly engage with management and peers, confidently sharing well-researched, data-driven perspectives and contributing to thoughtful discussions about the department’s business and financial priorities.

As a Budget Analyst 4, some of your duties will include:

  • Analysis which could include:
    • Being responsible for expert level professional advice, counsel, and guidance of program staff on strategies to address potential fiscal and resource impacts on program and delivery of services
    • Creating, updating, and discussing expert level detailed financial analysis, summary reports and various other adhoc reports for DOC, at least on a monthly basis with some more frequently
    • Accomplishing detailed analysis for all assigned programs and provides consultative planning and analysis services to division management and staff so that the division can achieve a uniformly high level of effective programs and efficient organization
  • Reports to include:
    • Preparing reports including findings, conclusions, and recommendations for improvement of agency operations
    • Ensuring follow-up service is provided to divisional management to ensure compliance with indicated program changes.
    • Providing consultative and budget services on complex cross program budgets so that management can achieve an effective program and an efficient operation
    • Being responsible for reports on program costs – projected and actual.
  • Staffing Salary Projection System (SPS) and HRMS to include:
    • Preparing, verifying, maintaining, and projecting data for the SPS System/HRMS system reports
    • Overseeing the coordination, updating, validation, maintenance and monitoring salary projections staffing reports
  • Allotments
  • Fiscal Notes and Decision Packages
  • Operating Systems
  • Other duties as assigned

Qualifications

At the Budget Analyst 4 Level:

  • HS Diploma/GED

AND

  • Minimum of four (4) years of state government budget experience (two biennial cycles) with increasing levels of responsibility.
  • Ability to analyze and interpret data, write clearly and concisely, deal practically and effectively with others in a staff relationship, prepare professional reports, and work on a variety of tasks with frequent interruptions

At the Budget Analyst 3 Level:

  • HS Diploma/ GED

AND

  • Minimum of two (2) years of state government budget experience (one (1) biennial cycle/two (2) fiscal years) of responsibility
  • Knowledge of state government budget and business management practices, to include analysis
  • Ability to analyze and interpret data, write clearly and concisely, deal practically and effectively with others in a staff relationship, prepare professional reports, and work on a variety of tasks with frequent interruptions.

  • A Bachelor’s degree in business, public administration, accounting, economics, or statistics
  • Five or more years of professional experience in budget, management or program analysis

Budget Analyst 3: 6-Month In-Training Plan (BA3 to BA4)

Salary Range: $72,552 - $97,548 Annually

In order to promote to Budget Analyst 4, during the in-training period, the Budget Analyst will be mentored on, will learn, and be able to successfully complete assigned tasks independently in the following areas:

Month 1 through Month 3

  • Standard Work Assignments & Basic Budget Knowledge
  • Ability to conceptualize and explain the budget cycle and how the different processes relate to their daily work including: the allotment process, carry-forward level, fiscal notes, agency budget development process, caseloads/forecast, and expenditure authority schedules, etc.
  • The ability to review allotment adjustments (TALs packets) from lower level analysts and to provide feedback if there are any errors.
  • Knowledge of DOC chart of accounts, to include program index, organizational index and operational leader structures within the divisions, as well as control totals and be able to explain and inform others of how the pieces fit together.
  • Detailed working knowledge of the budget for your assigned program area.
  • Prepare complex ad hoc reports for your assigned division.
  • Have a demonstrated understanding of the Excel Tools and Functions outlined in the Budget Office Excel Standards Document.

At the end of the first 3-month period, the Budget Analyst will have gained the knowledge and skills to accomplish the following:

  • Provide lead oversight of monthly allotment adjustments (TALs Packets);
  • Prepare, analyze, and project financial elements for individual units. (Examples include, but are not limited to salary and benefits, building leases, and contracts);
  • Prepare complex ad hoc financial reports utilizing Data Cube;

The ability to mentor staff to use the following systems:

  • Salary Projection System (SPS)
  • Human Resource Management System (HRMS) Access Database
  • The Allotment System (TALS)
  • Agency Budget System (ABS)
  • Data Cube (DOC data warehouse)
  • Enterprise Reporting (ER)
  • Capital Budget System (CBS)*
  • Project Request System (PRS)*
  • FileMaker Pro (FMP)*

*Indicates systems used specifically for developing and maintaining the Capital Budget

Month 4 through Month 6

  • Standard Work Assignments & Basic Budget Knowledge
  • Ability to provide professional advice and guidance to program staff and address impacts on the program.
  • Demonstrate ability to prepare and present month-end budget information to programs, and provide advice and guidance to program staff on impacts to program.
  • Understands how decisions in their assigned programs could have impacts outside assigned programs.
  • Process monthly budget projection for assigned program area utilizing standard processes established by the unit.
  • Ability to develop a complex decision package
  • Ability to develop a fiscal note, which includes impacts to multiple program areas or multiple funding sources.

At the end of the second 3-month period, the Budget Analyst will have gained the knowledge and skills to accomplish the following:

  • Create and provide various ad hoc financial reports and funding reconciliations as requested by the Budget Manager. (Examples include, but are not limited to facility maintenance and equipment reconciliation, contracts, staffing analysis);
  • Create, provide, and discuss detailed financial analysis summary reports for all assigned programs and provide consultative planning and analysis services to division management and staff;
  • Prepare, analyze, and project budgets for assigned program areas.

The ability to mentor and train staff in the following Budget Office procedures and processes:

  • Carry Forward Level process
  • Allotments both Supplemental and Biennial
  • Chart of Accounts
  • Compensation Impact Model
  • Decision Packages
  • Budget Development Process
  • Fiscal Notes
  • FTE tracking and reconciliation including PAR/AAR process

Telework Details

This position may be allocated for telework.

If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.

Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
