Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Air and Marine Operations (AMO), Mission Support, Budget Execution Division located in Washington, D.C.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing, editing, and consolidating annual and multi-year budget estimates for assigned organizations and programs into a single budget request.

Preparing or editing narrative justifications and projected funding needs and assuring that data in requests is formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.

Analyze financial and budgetary relationships to develop recommendations for financial and budgetary actions while managing uncertainty, conflicting objectives, and rapidly changing deadlines.

Address gaps in information, reconcile conflicting data, and adapt to evolving guidelines and a lack of predictive data to support effective budgetary decision-making.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing national level programs, exceptionally large and complex programs (e.g., multi-million dollar research grants, contracts, and/or cooperative acquisition agreements).

Developing, recommending, and implementing budgetary and financial policies.

Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets.

Projecting and analyzing the potential effects of budgetary actions on program viability and attainment of program objectives.

Developing and rendering authoritative interpretations of executive orders, OMB guidelines and directives, and policies and precedents within and across agency lines.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

You will serve as a Budget Analysis performing budgetary and administrative functions in Air and Marine Operations (AMO) advising and formulating budgetary requirements for all phases of work concerning the budget cycle within AMO.

This position starts at a salary of $102,415.00 (GS-12, Step 1) to $158,322.00 (GS-13, Step 10).

Typical work assignments include: Providing coordination, budget strategy recommendations, and quantitative/qualitative analytical support to AMO program offices and Executive Leadership during the development and justification of AMO's out-year budget requests to DHS, the Office of Management and Budget, and Congress.

Coordinating, developing, and briefing program budget justifications and organizational resource management presentations.

Assisting in analysis and research to align financial resources to mission goals, objectives, and priorities.

Providing technical assistance and support to headquarters staff and management in a variety of matters related to budget management.
