GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level.

Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process.

Examples of specialized experience include formulating and executing the budget; overseeing financial management operations; conducting audits, tracking funds, and developing statistical reports.

Education: One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D.

or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

In order to qualify based on a combination, graduate education must be in excess of two (2) full years.

GS-12: To be eligible at the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level in federal service.

Specialized Experience is defined as administering an agency's or organization's financial management program that includes budgeting, internal controls, accounting, and financial reporting.

Examples of specialized experience include: preparing annual administrative budgets and operating plans; providing recommendations and alternative approaches to improve program plans, budget proposals, costs of operations, and program accomplishments; preparing justifications for recommended allocation levels and for additional funds, as necessary; preparing financial documentation for audits and responding to audit questions and findings; and preparing a variety of technical financial and budgetary reports for upper management.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.

If selected for the position, you will serve as a Budget Analyst in the San Antonio headquarters of the U.S. Attorney's Office for the Western District of Texas.

Typical work assignments will include: Gathering and consolidating narrative information and statistical data needed for budget operations and financial reporting.

Researching legal, regulatory, program, and budgetary information. Monitoring and tracking obligations and expenditures for the office.

Verifying that obligations and expenditures occur on a timely basis in accordance with regulatory controls. Recording and updating obligations in a Financial Management System.

Analyzing expenditure data to identify variables affecting costs. Preparing annual administrative budgets and operating plans. Providing a wide variety of budgetary reports.

Responsibilities will increase and assignments will become more complex as your training and experience progress.
