Mission: To provide continuous, world-class infrastructure and base support in order to enable global Space Force mission Deltas and other space and homeland defense mission partners to conduct combat operations.

Purpose: To serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

In order to qualify, you must meet the general/specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Budget Analysis Series 0560.

GENERAL EXPERIENCE: Applicants must have at least one (1) year of general experience at the next lower broadband N-I, equivalent to the next to lower grade GS 1-4 or equivalent in the Federal Service.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband N-II, equivalent to the next to lower grade GS 5-11 or equivalent in the Federal Service.

Specialized experience includes performing budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request; Assembles and/or develop background data, information, and documentation to support required program budgets for reference and evidence in agency budget hearings and/or before Office Management and Budget (OMB) and/or Congressional committees; Research compiles, and summarizes data involving obligations, expenses, and object class/line-item information, narrative information, and quantitative budgetary data for use in preparing budget estimates; Interprets source information and apply it to the budget; Reviews organizational historical data and/or matches funding requests or projected costs of selected line items with past records to determine trends in spending and to forecast annual funding needs; Prepares and edits narrative justification for projected funding needs and assures requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.

OR EDUCATION: NH II (GS 5-11) I have successfully completed a: (GS-5) 4-year course of study leading to a bachelor's degree.

(GS-7) 1 full year of graduate level education or superior academic achievement.

(GS-9) master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (GS-11) Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Must submit a copy of college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.

Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.

Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.

Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.

Performs budget execution and administration work involving monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; and refunds.

Provides advice, assistance, and guidance on budgeting and related information.

Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by MAJCOM/FLDCOM or AF/SF headquarters.

Conducts analyses, reviews, and special studies of budget and/or related information.

Reviews and assesses the long-term effects of budget guidelines, such as new or revised legislation, Programming Decision Memoranda (PDM), and Program Budget Decision (PBD), on assigned programs.

Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

Performs quality checks of automated system database information and advises program manager of any significant problems.
