Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Financial Management Group (FMG), Division of Financial Operations East and West (DFOE/DFOW).

As a Supervisory Financial Management Specialist, referred to here as Branch Manager, GS-0501-14, you will be responsible for a broad range of financial oversight and management functions related to state Medicaid and CHIP operations.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Applying financial management policies and procedures to provide technical guidance to state agencies or internal stakeholders supporting the administration of federal health insurance programs such as Medicaid and the Children's Health Insurance Program (CHIP); (2) Leading teams in the planning and formulation of multi-year budget estimates and expenditure projections to support the fiscal administration of federal health programs, including reviewing and recommending actions on budget requests submitted by state agencies; AND (3) Leading or overseeing the work of staff or team members responsible for Medicaid or CHIP financial oversight and program compliance activities, including reviewing work products for technical accuracy and providing guidance to improve performance outcomes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for the completion of work based on evolving priorities, fiscal deadlines, and workload demands.
  • Direct and coordinate the reviews, approvals, and monitoring of state payment systems and determines the allow-ability of claims for federal financial participation.
  • Provide ongoing advice and guidance to staff on work assignments, program issues, and administrative matters.
  • Direct financial oversight and liaison with state Medicaid agencies and monitors their Medicaid program financial activities and practices.
  • Conduct periodic program management and financial reviews to assure state adherence to federal law and regulations.
