Job Description

Summary

This job involves managing environmental programs at a naval facility in Texas, focusing on ensuring compliance with laws related to air, water, and waste to protect the environment.

You'll act as an expert advisor to the base commander, conduct inspections, prepare reports, and train staff on regulations.

It's a good fit for someone with a science or engineering background who enjoys hands-on environmental work and has experience in regulatory compliance.

Key Requirements

  • At least one year of specialized experience equivalent to GS-09 level in federal or equivalent sector

  • Skills in reviewing project scopes, contracts, and developing environmental training

Full Job Description

You will serve as an Environmental Media Manager in the Environmental Division of NAV FACILITIES ENGINEERING COMMAND SE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Ensuring environmental compliance through developing projects; 2) Collecting data for chemical or waste related properties; and 3) Overseeing assigned installation's environmental programs.

  • You will perform as the technical expert for the Installation Commanding Officer on Clean Air Act (CAA) and Emergency Planning Community Right-to-Know Act (EPCRA) regulations.
  • You will perform as the technical expert for the Installation Commanding Officer on Clean Water Act (CWA) fuel storage tank and Oil Pollution Act (OPA) spill response regulations.
  • You will perform as the technical expert for the Installation Commanding Officer on Resources Conservation and Recovery Act (RCRA) underground fuel storage tank regulations.
  • You will perform environmental inspections to determine compliance with applicable permits and regulations.
  • You will conduct inspections of fuel storage tank systems and operations to ensure compliance with environmental regulations.
  • You will conduct inspections of air emission units and operations to ensure compliance with environmental regulations and permits.
  • You will prepare reviews and/or submits reports to regulatory agencies and develop reviews and submit permit applications for managed programs.
  • You will implement reviews, revise or provide comments on environmental plans for managed programs.
  • You will review and provide written comments for maintenance and construction project scopes of work, contracts, and design drawings.
  • You will develop and conduct environmental training pertinent to installation operations.
