Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) is currently recruiting to fill a Bilingual Eligibility Specialist Trainee/I/II.

The incumbent will support the Medically Indigent Services Program in Moreno Valley and may travel to various locations throughout Riverside County.

The incumbent in this position will have experience with Medi-Cal eligibility in a hospital environment.

The Bilingual Eligibility Specialist Trainee/I/II will be tasked with eligibility services for one or more public social service aids or medical assistance programs as well as review, evaluate, investigate, and justify eligibility determinations.

Additionally, the incumbent will assist in community outreaches, welcome patients to the facility, verify medical insurance coverage, or assist in applying for medical coverage, as well as answer phone and email inquiries.

Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) desires candidates who have experience with bedside assisting, performing Intake worker duties, and data entry.

Positions in this series, under supervision, determine initial and continuing eligibility for one or more public social service aids or medical assistance programs in accordance with established procedures; to perform complex and specialized eligibility work such as quality control and quality assurance of previously processed aid applications or the review, evaluation, investigation, and justification of eligibility determinations that clients have appealed; to refer applicants and recipients who appear to be in need of social services to the appropriate staff members; and to perform other duties as required.

Requirements

• Initially participate in a training program consisting of formalized training and on-the-job training which would give instruction to learn the typical duties performed by the journey level classes.

• Interview applicants for and recipients of one or more aid categories to assist them in the completion and clarification of the application and declaration forms upon which eligibility decisions are based; conduct such interviews in the Medically Indigent Services Program (M.I.S.P.) offices, clinics or in the hospitals.

• Obtain pertinent information concerning such items as income, other financial resources and financial obligations/debts from applicants and recipients; obtain additional information to resolve discrepancies in the applications and declarations by telephone, correspondence or personal interviews.

• Determine eligibility in accordance with established procedures; record information for case records; interpret program regulations and other pertinent material to applicants, recipients and the general public.

• Compute amount of grant authorized and perform other similar required computations; may prepare and maintain other documents associated with the eligibility determining process.

• On the basis of observation, or of need expressed by applicant orally or in specified locations on the applications and declaration forms, refer all applicants and recipients who appear to need social services to designated staff members after completing the appropriate referral forms.

Hourly Salary: $18.63** - $25.66

OPTION I: Experience: Two years of general or specialized office experience comparable to Riverside County's Office Assistant II or higher, or Departmental Supportive Services Aide classification.

OPTION II: Education: Completion of 60 semester/90 quarter units at a recognized college including at least 15 semester/18 quarter units in one or more of the following: social welfare, sociology, social/human services, other behavioral sciences, business/public administration.

OPTION III: Experience: Two years of experience involving responsibility for interviewing or decision-making in a clerical capacity or higher in a personnel office, employment, unemployment, disability insurance, workers; compensation, or social security offices, hospitals, physicians' offices, insurance firms, social service or similar agencies.

Hourly Salary: $21.73 - $28.59

Education: Graduation from high school; possession of a certificate of proficiency issued by the California State Board of Education; or a GED diploma.

Experience: Successful completion of Riverside County Health Services Agency, Medically Indigent Services Program On-the-Job Training Program.

Hourly Salary: $23.78 - $32.39

Education: Graduation from high school; possession of a certificate of proficiency issued by the California State Board of Education; or a GED diploma.


Experience: Twelve months of performing duties comparable to Riverside County Health Services agency's Eligibility Specialist I classification in the Medically Indigent Services Program.

Knowledge of: The goals of public social service agencies, hospitals and healthcare facilities; the basic laws, rules and regulations governing eligibility and grant determinations for public assistance programs; interviewing and recordkeeping techniques; problems requiring referral to the staff; standard office procedures and practices.

Ability to: Interview effectively in a variety of settings; accurately gather, record and correctly evaluate data necessary for the determination of eligibility for various public assistance programs; correctly interpret the rules and regulations governing eligibility determinations to applicants, recipients and general public; speak and write effectively; maintain accurate and systematic records; identify problems requiring referral to other Department staff.

Other Requirements

License/Certificate: Possession of a valid California Driver’s License may be required.

Bilingual Testing

The Human Resources Department will coordinate a Bilingual (Spanish) Non-Proctored Assessment.


Additional Information

**The rate of pay for this classification will be set in accordance with California Senate Bill 525 requirements for applicable departments.
