Full Job Description

The Benefits Coordinator will be responsible for assisting with the daily functions of the Human Resources Department serving as a subject matter expert in employee benefits and wellness programs, providing guidance and independent judgment on compliance, process improvements, and employee support.

Advises management on complex benefit issues and supports strategic initiatives. Provides guidance and independent judgment on compliance and process improvements.

This position plays a key role in delivering services that enhance employee and retiree experience and engagement while ensuring County-wide consistency and program excellence.

  • Coordinatesbenefits and wellness initiativesin accordance withCounty policies and federal/state regulations (e.g., HIPAA, GINA).
  • Interpret benefit policies andadvisemanagement on complex enrollment and eligibility issues including heath,wellnessand retirement(TCDRS, deferred comp).
  • Conductsbenefits orientations and wellness presentations for new hires and current employees.
  • Conductsretirement meetings with upcoming retirees.
  • Servesas the subject matter expert for benefits compliance oninquiriesfrom employees, retirees, and departmentsregardingbenefits, wellness resources, and claim resolution.
  • Interprets federal and state regulations (ACA, HIPAA, COBRA) andadvisesmanagement on compliance strategies
  • Counselsemployees on wellness topics and support disability and leave benefits coordination.
  • Exercisesindependent judgement in approvingmid-year healthcareelection changes;validatedependent eligibility and process name changes via SSNVS.
  • Coordinateswith vendors for services such as fitness classes, screenings, and health education.Participate in RFP process for benefits and wellness programs.
  • Manageswellness program components including health fairs, risk assessments, lactation rooms, and rewards initiatives.
  • Prepareswritten communications (newsletters, flyers, reports) promoting programs and services.
  • Analyzes benefitutilizationdata and recommends enhancements to improve efficiency and employee engagement.
  • LeadstheHIPAA compliance of record management.
  • Analyzesbenefits and wellness data; provide metrics and reports to leadership, including the Commissioners Court.
  • Overseesbenefits-related death claims and wellness support for bereaved families.
  • Participatesin PEBC meetings, HR trainings, and interdepartmental collaboration.
  • Supportsbudget management for wellness and recommend process enhancements for benefits operations.
  • Performs other duties as assigned.

Knowledge, Skills, & Abilities:

  • Excellent customer service and communication skills, both verbal and written.
  • Ability to work in a fast-paced environment.
  • Must be able to stay organized and know how to prioritize the workload.
  • Ability to work independently and as part of a team.
  • Competency with computers and Microsoft Office 365 Suite.
  • Proficiency in large HRIS
  • Strong knowledge of HIPAA, benefit plans, and retirement services (TCDRS and deferred compensation).
  • Attention to detail and conflict resolution skills.
  • Excellent conflict-resolution skills; ability to handle sensitive and confidential information.


Qualifications

  • Bachelor’s degree in Human Resources, Health Sciences, or related field, or equivalent experience.
  • Three (3) full-time years of professional work experience in benefits administration, wellness program coordination, or a related field

Preferred Requirements:

  • Experience in managing wellness or preventative health programs preferred.
  • Experience with Ben-Admin platforms.
  • Strong knowledge of Texas County and District Retirement System.
  • Life and Health Insurance License in Texas
