Full Job Description

At King County

At King County Department of Community and Human Services (DCHS), we believe in working as one team that solves problems—striving to be customer-focused and drive for the best results.

We envision a welcoming community that is racially just. We believe the field of human services exists to undo and mitigate unfair structures.

We seek to lead the way by working as respectful and responsible stewards for our community.

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) as a Behavioral Health Reentry Demonstration Initiative Planner (Project/Program Manager III).

This position will hold direct responsibility for support, planning, and implementation phases of the King County's participation in the Reentry Demonstration Initiative, a new Apple Health (Medicaid) initiative under the Medicaid Transformation Project (MTP), in collaboration with Jail Health Services.

The initiative provides essential health care services for individuals leaving incarceration.

Under this initiative, incarcerated individuals who are Apple Health-eligible will receive a set of services up to 90 days before their release.

These services will ensure a person’s health and successful reentry to their community.

Temporary opportunity. Term-Limited Temporary positions are "at-will" positions that are eligible for benefits. This TLT is currently anticipated to last for up to 18 months.

However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.

As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long-term funding sources.

This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial King County probation.

You must have supervisor approval prior to taking a Special Duty Assignment.

Who May Apply: This position is open to all qualified candidates that meet the minimum qualifications. Interviews for this selection process will take place around the beginning of June.

REQUIRED MATERIALS: Candidates who wish to be considered for this position must submit an online King County application, respond to the supplemental questions and submit a letter of interest sharing why you are interested in this position and any aspects of your education, training, and/or experience that meet the minimum and desired qualifications of this position.

Your application may be rejected as incomplete if you do not include the requested and relevant information in the online application, supplemental questionnaire or attach a letter of interest.

Applications and/or supplemental questionnaires that state, "see my resume" are considered incomplete and will be considered to be not competitive.

Contact: If you need this announcement in an alternate language or format, would like to request accommodation or assistance in the application or assessment process or if you have questions, please contact Falisha Forgash, HR Analyst at fforgash@kingcounty.gov.

WORK SCHEDULE/CONDITIONS: The position will be scheduled to work during core business hours which include Monday–Friday, 8:00am–5:00pm. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS: This position has been designated as non-Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

For more detailed information, please visit HR Policy County Operations During Emergency Situations and the King County Guidelines for Workforce Management in an Emergency.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Requirements

  • Collaborate with multiple legal system partners in the planning and development of the Reentry Demonstration Project for individuals with behavioral health disorders involved in the criminal legal system in King County.

  • Work collaboratively with internal and external team members to co-lead the coordination and implementation of the reentry project.
  • Other duties as assigned.

Qualifications

Required Qualifications:
  • Bachelor’s degree in a relevant field or at least four years of experience in program/project management or public administration focused on behavioral health and/or the criminal legal system.
  • Strong understanding of the Medicaid eligibility process.
  • Basic understanding of crisis and commitment work (i.e. Trueblood, Involuntary Treatment Act, Dismiss & Detain).
  • Deep commitment to racial equity, understanding of the impacts of racism and mass incarceration, and demonstrated experience applying equity skills to undo racism.
  • Professional experience in the areas of planning, policy, or program development and public engagement.
  • Demonstrated experience in gathering and analyzing data and reporting on program services, measures, program, and patient level outcomes.
  • Skilled in presenting data effectively to both technical and non-technical project partners and sponsors.

  • Demonstrated ability to communicate effectively, manage multiple tasks, and stay organized in a changing environment.
  • Skills in problem-solving, conflict resolution, negotiating, and decision-making.
  • Advanced oral and written communication skills, including making formal presentations to groups and committees.
Desired Qualifications:
  • One (1) year of experience supporting cross-sector, politicized projects.
  • Two years of experience supporting the development of a comprehensive business case, including cost-benefit analysis, expected outcomes, and strategic alignment.
  • Experience working with Black, Indigenous and People of Color (BIPOC) in a social service, public health, behavioral health, or related setting.
  • Demonstrated working knowledge of the criminal legal system and of behavioral health and community-based services in and around King County.
