Summary

Full Job Description

The Tulare County Health & Human Services Agency is currently recruiting for a Clinical Services Manager.

This position is responsible for planning, organizing, and directing the operations of the County’s behavioral health clinic programs and systems, which include Behavioral Health and Substance Use Disorders for adults and children.

This recruitment will establish an employment list to fill immediate and future vacancies in the Behavioral Health Branch.

The Clinical Services Manager will plan, assign, and supervise the work of multi-disciplinary staff performing advanced or complex casework or mental health services.

The successful candidate will coordinate provision of services with other program elements, related community mental health service agencies, and treatment facilities, as well as assist in the development of community resources for all programs.

The selected candidate will develop procedure manuals and instructional material and program goals, and will evaluate program needs and effectiveness of policies and procedures.

The ideal candidate should possess analytical skills and the ability to set goals, organize data, measure outcomes, and create effective reports for upper management.

Additional duties include developing effective working relationships with community groups, advisory boards, and other County departments.

Requirements

Key Responsibilities

•Provide direct program oversight and track program data and metrics to determine consumer and process outcomes. Message program desired outcomes and develop action plans to address programmatic opportunities.
•Supervise multi-disciplinary teams at one or more community behavioral health sites or branch administrative office which may include licensed and unlicensed clinicians, case managers, substance abuse disorder counselors, rehabilitation specialists, office assistants, peer support specialists, crisis services workers, analysts, administrative staff, and support staff.
•Meets with individual staff on a regular basis to review assignments, case file actions and documentation, and problem areas; makes recommendations regarding methods of treatment and meeting client needs.
•Coordinates unit and shift activities; makes determinations on request for appropriateness of admission to the hospital in consultation with the Inpatient and Psychiatric Emergency Services units.
•In accordance with State licensing requirements, may provide clinical supervision and consultation to professional staff seeking to obtain licensure.
•Lead clinical staff meetings, community partner meetings, and administrative meetings and communicate effectively to Behavioral Health leadership, Behavioral Health clinicians, nursing, and support staff all procedural changes to department policy.


Qualifications

Required Qualifications
Candidates must meet the qualifications listed below by the application deadline.
Education:
•Master’s Degree obtained from an accredited college or university with a major in social work; marriage, family, and child counseling; marital and family therapy; psychology; clinical psychology; or counseling psychology; obtained from an accredited college or university.

Experience:
•Three (3) years of full-time paid experience as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC).
•Two years of lead or supervisory work in the Behavioral Health field.
License or Certificate:
•Possession of a valid Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) license issued by the State of California, Board of Behavioral Sciences.
•Possession of, or ability to obtain, an appropriate, valid California driver’s license.
