Full Job Description

This BASE SERVICES MANAGER is located at an Air National Guard Flying Wing, Mission Support Group, within the Force Support Squadron and is part of the CA 195th WG.

BASE SERVICES MANAGER, GS-0301-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government.

This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.

Specialized experience may have been demonstrated by performing duties such as: program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; Experience preparing written communications and oral presentations.

THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.

The primary purpose of the BASE SERVICES MANAGER, GS-0301-11, is to evaluate, plan, organize, and direct Base Services functions in support of federal, state, and local missions.

Ensures Services combat readiness is achieved through the analysis, supervision, development, and implementation of Base Services programs, missions, functions, activities, and events.

Evaluates annual training exercises, UTAs, and other Services support requirements for potential amendment or revision to flight training programs.

Prepares, manages, and maintains a comprehensive annual budget and related contracts for Services training, equipment, and supplies, as well as official travel within the Operations and Maintenance (O&M) and Military Personnel (MILPERS) appropriations.

Plans and programs unit deployments to include manpower, transportation, deployment dates, facilities, communications, equipment, vehicles, formal training quotas, and grade waivers.

Compiles, evaluates, and briefs readiness, training, and operations tempo information to include limiting factors.

Develops, publishes, and briefs lodging policies, guidelines, and requirements for wing and GSUs.

Briefs chain-of-command on program requirements, including definitions, types, roles and responsibilities, establishment, operation, and dissolution procedures.

Briefs mortuary officer on status of remains to higher headquarters and senior base officials. At tenant locations, serves as the unit point of contact for necessary emergency/mortuary services.

Provides direct technical and administrative supervision over the work of subordinate Air Technician/AGR personnel.

Orients new employee, explains job requirements, prepares employee performance standards. Provides technical advice, instructions, and answers to technical questions posed by subordinates.

Provides training and cross training to ensure continuity of operations at all times. Plans work schedules on a weekly or project basis to assure an even flow and distribution of work.

Reviews work in progress, upon completion, or on spot-check basis.

Prepares and reviews annexes to operations, plans, and orders as they pertain to Services [e.g., Base Support Plans (BSPs), Joint Support Plans (JSPs), and Air Base Operability (ABO) plans]..

Determines capability of Services unit to meet requirements specified in plans and identifies Services limitations on equipment capabilities, personnel, etc.

Coordinates with tasking activities to commit personnel and equipment. Coordinates procurement of critical items when shortages occur.

Establishes and maintains the Prime RIBS Team Management Book and ensures recall plans, status reports, training schedules, deployment kits, etc. are relevant, complete, accurate, and up-to-date.

Maintains close working relationship with, and provides liaison between, squadron commander, wing senior leadership, active duty host, NGB/A1S, and gaining MAJCOM for management of manpower, budget, training, deployment, and coordination of Base Services programs.

Provides technical guidance to wing, GSUs, and host Services personnel concerning all Services programs and customer support.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.

In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
