This job involves overseeing and managing advanced training programs for flight crews at airlines and air operators to ensure they meet federal safety standards, including inspecting operations and certifying personnel.

The Advanced Qualification Program Manager (AQPM) is responsible for the adequacy of the advanced qualification flight program including indoctrination, qualification, and continuing qualification curricula, and the flight operations program performing inspections, surveillance, and certification duties for carriers, air operators, air agencies, airmen, and designees.
Basic Requirements. All applicants must meet the following basic requirements: a.
Not more than two separate incidents involving Title 14 Code of Federal Regulations violations in the last five years; b. Valid State driver's license; c. Fluency in the English language; d.
No chemical dependencies or drug abuse that could interfere with job performance; and e. High school diploma or equivalent. Medical Requirements.
Applicants must be physically able to perform the duties of the ASI position in a safe and efficient manner, with or without a reasonable accommodation.
The minimum medical requirements include the following: a.
Have good distance vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); b.
Have the ability to hear the conversational voice (hearing aid permitted); and c.
Not have any physical conditions that would cause them to be a hazard to themselves or others or that would interfere with their ability to operate/occupy a flight deck observer's seat (jumpseat) or a cabin passenger seat in a variety of aircraft.
Air Carrier (Flight Oversight) Aviation Safety Inspector Qualification Requirements.
In addition to meeting the basic and medical requirements, applicants must meet the following additional qualification requirements: a.
At least one year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight. b.
Three years of experience working in an organization with an air carrier, commercial operator, or air agency certificate, an organization whose work led to the certification of individual airmen, or an organization that operated aircraft.
At least one year of this experience must be with an organization that operated multiengine aircraft of more than 12,500 pounds maximum takeoff weight. c. Minimum 1,500 total flight hours. d.
Must hold a valid Airline Transport Pilot Certificate. e. Not more than two flying accidents during the last five years in which the applicant's pilot error was involved.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience conducting flight crew training and testing required by appropriate FARs, FAA-approved training programs, and current testing standards.
Conducting enforcement investigations and preparing final reports and recommendations on disposition. Monitoring assigned air carrier ground and flight training.

Note: The aviation safety inspector (ASI) (Flight Oversight), position does not require a second-class medical certificate. Major Duties:
Has program responsibility to assure that assigned organizations meet Title 14 of the Code of Federal Regulations (14 CFR) with respect to flight operations programs.
Manages the program for all assigned aircraft. Assists in the establishment of work programs for inspection and surveillance.
Flight Oversight ASIs do not conduct certification (pilot evaluating, testing, and checking) job functions as a required crewmember, including safety pilot.
The incumbent will not, in any scenario, act as a required crewmember or safety pilot of an aircraft.
Flight Oversight ASIs apply a broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies. II.
DUTIES AND RESPONSIBILITIES Under the general direction of the Principal Inspector or Supervisory Principal Inspector, accomplishes the following duties: A.
Technical Administration Within the Advanced Qualification Program(s), assures on a continuing basis that certificate holders are properly and adequately organized, staffed, and equipped; have and conduct an adequate AQP including an acceptable record keeping system; and facilities and procedures that meet all regulatory requirements.
Regularly visits the certificate holder's training facilities and other offices to maintain contact with their appropriate management officials; coordinates with the principal inspector for correction of any deficiencies/discrepancies.
Coordinates with AFS-280 on AQP application, development, approval, and continued operation as a member of the Extended Review Team (ERT).
This includes decision-making on movement through the phases of AQP. Coordinates with the certificate holder on data development, collection, and analysis of AQP.
Coordinates communication between certificate holder and Certificate-Holding District Office (CHDO) on all issues of AQP. Coordinates with certificate holder on instructor/evaluator calibration.
Participates in annual review of AQPs and associated data analysis. Coordinates with the Principal Inspector and Aircrew Program Managers on management of Aircrew Designated Examiner (ADE) programs.
Participates in quarterly or annual Instructor/Evaluator meetings for all fleets to ensure consistency, standardization and applicable AQP regulations and guidance material is observed and adequately applied.
Chairs joint FAA-industry meetings; maintains regular contact with organizations assigned; and coordinates with top management officials.
Maintains expert knowledge of the assigned carriers' Indoctrination, Qualification, and Continuing Qualification programs to ensure effective regulatory oversight.
Serves as the technical point of contact for approval of specialty curriculums and/or flight operations specification approvals.
Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions.
Responsible for the conduct of enforcement investigations and preparation of final reports and recommendations on disposition.
Responsible for coordinating with Extended Review Team members and appropriate Headquarters' AQP personnel relating to program approvals and general questions.
Primary point of contact between the carrier and the CHDO for AQP issues and to ensure consistency and standardization between fleets in curriculum approval and data analysis. B.
Certification Coordinates with Principal Inspector and AFS-280 on initial application for AQP approval.
Coordinates with Principal Inspector and AFS-280 on review and approval of curriculum development and all subsequent phases of AQP approval.
Coordinates with the Principal Inspector to approve/accept or disapprove/reject AQP manuals and revisions to such manuals.
Obtains amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction.
