Specialized Experience: One year of specialized experience which includes 1) Managing Airfield functions, such as Air Traffic Services (ATS), Flight Operations, Fuel Storage, or Airfield facilities management; 2) Developing airfield policies to ensure continuity of flight and airfield operations; AND 3) Monitoring compliance with Airfield safety programs and regulations to ensure safe airfield operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Manage and supervise all fixed base aviation facilities and Air Traffic Services (ATS) in support of Europe's Combat Aviation Brigade and NATO Forces.
  • Responsible for daily operation and quality of aviation support provided by Flight Dispatch, Tower, Ground Control Approach, and refuel facilities.
  • Ensure Air Traffic Controllers are proficient, current in all aspects of ATC, and adhere to correct procedures.
  • Serve as aviation expert for public relations to local communities; serve on Garrison and Aviation Safety Council and Standardization Boards.
  • Coordinate and establish operations letters and letters of agreement with the FAA, Army and Host Nation agencies concerning ATC procedures.
  • Serve as project officer for multi-million dollar construction projects for aviation, airfield and ATC facilities.
