Education and Experience: A Bachelor's degree or higher in accounting, business or public administration, finance or a related field, and four (4) years of progressively professional auditing experience in a government entity or a public accounting firm, including two (2) years in a lead or supervisory capacity.
Licenses and Certificates: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), Certified Fraud Examiner (CFE), or Certified Government Auditing Professional (CGAP).

Under direction, assist in the supervision of the division's daily operations to ensure compliance with applicable laws, policies, and procedures.
Qualifications
Oversee staff to ensure accurate and timely recording and reporting of operational, compliance, performance, and financial information. Involves: Conduct operational, compliance, performance, and financial audits to analyze and evaluate the effectiveness of procedures and operating controls designed to safeguard the City's assets. Ensure audit planning, fieldwork, and audit reporting are in compliance with relevant auditing standards, established policies and procedures. Develop and implement audit goals and objectives, detailed audit programs, and methodology to include resource allocation, budget constraints and time schedule. Establish, implement, and monitor standardized audit procedures. Obtain, analyze, and appraise audit evidence for an informed, independent and objective opinion concerning the efficiency and effectiveness of internal controls within the audit scope. Investigate allegations of misappropriation to determine wrongdoing, identify parties and quantify loss. Assist in the preparation of annual budget, policies, procedures and processes.
Supervisor operation and updating of collection documentation and required department record keeping. Attend meetings and conferences on behalf of the Internal Audit Office. Prepare and make presentations. Prepare reports of audit findings and recommendations. Represent the City at various meetings and conferences. Participate in or conduct special City administration studies, and serve on ad hoc interdepartmental committees dealing with Citywide policy and strategy issues as assigned (such as IT Steering Committee, meetings with external partners – TXDOT, etc.). Assist in the preparation of the Annual Audit Plan. Assist in the preparation of the Citywide Risk Assessment. Prepare the quarterly Annual Audit Plan updates. Ensure that the Internal Audit website is updated as needed. Ensure that workpaper reviews and audit files are completed in compliance with the International Professional Practices Framework (Red Book Standards) and Generally Accepted Government Auditing Standards (Yellow Book Standards).
Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel les and regulations and work behavior standards firmly and impartially.
