The Auditor position may be located at the White City VAMC in White City, Oregon or in Vancouver VAMC in Vancouver, Washington.
This position will ensure financial, logistic and capital asset management policies promulgated by VHA and the VA Office of Management, and the Office of Government Ethics are consistently implemented, conduct internal audits.
To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 03/30/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements: All applicants, regardless of grade level must meet the following minimum education or experience requirements.
Degree: Successful completion of a 4-year course of study leading to a bachelor's or higher degree with a major in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.
OR, Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirements, applicants must also meet the specialized experience, education or combination of specialized experience and education below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Applying comprehensive knowledge of theories, principles, concepts and techniques of auditing to difficult and complex assignments.
Conducting audits in the areas of finance, acquisition, logistics and capital asset management; developing and applying a wide range of auditing techniques and methodologies to develop audit guidelines.
Providing recommendations to improve productivity, cost-effectiveness and quality of work processes. Ensuring reports are reviewed to assure appropriate actions are taken to be in compliance.
Providing consultative services and providing training in regard to financial processes. Utilizing financial systems.
OR, Education: To qualify based on education for this grade level you must have successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D.
degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the Auditor position.
(Transcripts required) OR, Combination of Education and Specialized Experience: Applicants may combine education and experience to qualify at this level.
You must possess an equivalent combination of successfully completed graduate level (beyond 36 semester hours or 54 quarter hours) education with a major appropriate to the position and specialized experience to meet total experience requirements.
(Transcripts required) Preferred Experience: Experience with VA systems such as Integrated Funds Distribution Control Point Activity Accounting & Procurement (IFCAP), Financial Management System (FMS), FRS, Concur, VA Time and Attendance (VATAS), and OTC.net.
Experience working in VHA accounting at the station level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Major Duties:
Major duties include but is not limited to: Provides advice and performs assistance work for the Chief Accounting Officer.
The duties may include ad hoc facility-level data validation for Network level reporting purposes.
Performs financial audits by examining accounts and financial records for the purpose of certifying financial statements.
Performs program reviews of logistics, contracting, purchase cards, fee basis, limited MCCF program, and capital asset management operational functions and ensure these reviews are performed in compliance with internal audit programs.
Performs a variety of duties to carry out, administer, or advise on facility financial works concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions.
Develops and plans programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle.
Conduct some of the audits and may be responsible to form audit teams made up of medical center staff with appropriate expertise.
Assists in the development of the audit protocols used by the teams, will train the teams if necessary, will review their findings for compliance.
Determines/recommends areas in need of improvement and provides the appropriate tools for improvement. Actively participates as a quality assurance advisor.
