Summary

This job involves giving legal advice to the Department of Homeland Security on topics like international trade rules, enforcing trade laws to stop forced labor, and supporting law enforcement operations across the country and borders.

Full Job Description

This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), Operations and Enforcement Law Division (OELD).

The primary purpose of this position is to provide legal support on (1) issues related to international trade, trade enforcement, and global supply chain security; (2) law enforcement issues across DHS components; and (3) other operational and/or enforcement matters.

Non-BU: This is a non-bargaining unit position. Basic Requirements: GS-13: The first professional law degree (LL.B.

or JD) or the second professional law degree (LL.M.); AND Specialized professional legal experience in excess of two (2) years that is commensurate with the duties and responsibilities of the position, or two years of judicial clerkship.

GS-14 and GS-15: The first professional law degree (LL.B.

or JD) or the second professional law degree (LL.M.); AND Specialized professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position.

The quality of the individual's background may be evidenced by the relatedness of his or her specialization.

Specialized Experience: The skills and experience listed immediately below are of particular importance to the position, and applicants should provide specific detailed information in these areas, where applicable, as part of their application.

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government.

You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government.

You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government.

Specialized experience for this position is significant experience providing legal advice and support on the Uyghur Forced Labor Prevention Act, international trade and trade enforcement, sanctions and tariffs, export controls and global supply chain security, and operational and law enforcement matters, such as use of force, the Fourth Amendment, and combating transnational organized crime.

Applicants should have three or more years of relevant post-JD experience. Substitution of education in lieu of specialized experience may not be used for this grade level.

Major Duties:

As an Attorney-Advisor (General), GS-0905-13/14/15, your typical work assignments may include providing legal advice and support to DHS leadership, staff, and components on: Trade enforcement, including the Uyghur Forced Labor Prevention Act and other forced labor issues, economic sanctions, tariffs, and export controls.

International trade, the Jones Act, international mail, and global supply chain security.

Law enforcement and operational matters, including use of force, border searches, and DHS law enforcement support to federal, state, and local partners.

Transnational Organized Crime, including smuggling, trafficking, and counter-narcotics enforcement.

Other issues as assigned within the Office of the General Counsel, depending on the nature and volume of workload, to ensure the efficient use of the resources in the office.
