Full Job Description

The Office of the Inspector General of the Intelligence Community is searching for candidates who can join us in fulfilling our important mission: to eliminate fraud, waste and abuse in the Intelligence Community.

We are looking for like-minded people to join our fast-paced team. IC OIG is comprised of four offices: Legal Counsel, Audits & Inspections, Investigations & Intake, and Strategy & Support.

EXECUTIVE CORE QUALIFICATIONS (ECQs) To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) listed below in your resume.

ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results.

Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

Mandatory Requirements: Expert analytic, strategic, and critical thinking skills, including the ability to conduct investigations of waste, fraud, abuse and misconduct, and to assess the credibility of allegations and complaints.

Expert knowledge of investigative standards and methodologies, and the ability to develop investigative plans for a variety of investigations, and collect information and evidence.

Superior ability to evaluate compliance with laws, policies, and regulations, including the ability to frame allegations and complaints and determine elements of proof.

Superior interpersonal, leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance measurements, and support personal and professional development of all levels of personnel.

Excellent communication skills, including the ability to write clearly and effectively, persuade senior leadership, communicate effectively with people at all staff levels (both internal and external to the organization), brief management on reviews and findings, and organize and edit written reports of varying length and complexity.

Broad knowledge of the mission, organization, and functions of the ODNI, the IC, and the role of the IG.

Expert ability to lead by example and exemplify IC IG core values of Integrity, Fortitude, and Excellence. Previous experience in criminal and/or administrative investigations. Major Duties:

IC OIG is looking for an expert investigator and strong leader to manage our Office of Investigations and Intake (OII).

OII conducts criminal and administrative investigations into allegations of fraud, waste, abuse, and misconduct across the IC.

It also oversees the Center for Protected Disclosures, managing the IC IG Hotline to receive and address complaints and protected disclosures, ensuring all concerns are handled in full compliance with applicable legal protections.

Duties and responsibilities may include but aren't limited to: Review, lead, and preside over investigations of waste, fraud, abuse and misconduct.

Oversee and participate in the development of organizational planning, goals, and objectives.

Advise the IG and other ODNI managers of investigative findings and provide recommendations for corrective action; monitor implementation of recommendations to ensure resolution of issues and problems identified.

Administer, coordinate or supervise investigative work to assess and assure ODNI and IC compliance with laws, regulations, and applicable policies, directives, and guidelines.

Represent the IG at meetings, conferences and other public for a to communicate investigation requirements, plans, findings, and recommendations.

Promote improved collaboration between IC components, including mechanisms and activities to foster cooperation and compliance.

Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
