Full Job Description

You will serve as an Assistant IG for Investigations and Audit in the Office of Command Inspector General, Code 100012 of NAVAL RESEARCH LABORATORY.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or (NO-03) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Demonstrating expertise and knowledge in DoD IG, Navy IG, and CIGIE investigations, audit & evaluation, and inspection general practices to oversee investigations and audits in a basic, exploratory, and advanced scientific and technology (S&T) environment; and 2) Utilizing knowledge or training in the machinations of a working capital fund (WCF).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will conduct and lead moderately complex administrative investigations into complaints that are referred from the Department of Defense and Department of Navy fraud Hotlines, as well as from the Office of Naval Research (ONR) and the NRL Hotline.
  • You will receive complaints from employees, contractors, and the general public concerning various forms of misconduct, including violations of laws and regulations.
  • You will make final recommendations to the Inspector General concerning the proper course of action to resolve Hotline complaints, ranging from dismissal, to transfer, to initiation of formal investigation.
  • You will develop a comprehensive investigative plan clearly outlining the standards that were allegedly violated.
  • You will provide liaison and coordination for audits, surveys, and inspections performed by GAO, OMB, Naval Audit Service, and other external audit and evaluation agencies.
  • You will provide pre-inspection information and management assistance, notify appropriate NRL individuals/organizations of planned audits, and ensure adequate coordination between the NRL divisions involved.
  • You will advise and assist the lead in the specific area being audited in preparing NRL reply for audits, surveys and inspections and investigations to reflect the policy of the Commanding Officer.
  • You will make visits to various divisions and observes operations and interviews employees to gather data and also to verify findings.
  • You will prepare written reports describing the purpose, scope, problems encountered, overall findings, and recommendations.
  • You will prepare charts and graphs to outline workflow or to summarize collected data.
  • You will use a computer and other related equipment to facilitate the work of the office.
