Position Summary:

University Information Services (UIS) provides technical services and enterprise applications to the University of Colorado’s (CU) four campuses and the Office of the President.

UIS is committed to excellence in customer service, technical expertise, and the development of enterprise applications responsible for supporting CU’s students, faculty, staff, and others.

The Assistant Director of HR IT Services serves as the PeopleSoft HR Systems Product Owner and is responsible for maximizing the value, performance, and stability of the organization’s PeopleSoft Human Capital Management system.

This role owns the functional vision and roadmap for PeopleSoft HCM and its connected applications, ensuring alignment with HR strategy, operational requirements, and enterprise technology standards.

This position collaborates with Campus Stakeholder groups, Chief Human Resource Officers, Employee Services Leadership and Staff, and other module Application Managers to align institutional business requirements with functional capabilities within the HCM system.

The Assistant Director will have responsibility for projects, functions, and processes within PeopleSoft HCM.

This position may recommend strategy and provide professional support to the Director of HR IT Services and may have the authority to act on the Director's behalf.

A key contributing value of this role is to help resolve unforeseen obstacles and issues involving people and technology.

This position reports to the Director of HR IT Services and is exempt from the State of Colorado Classified Staff system.

Requirements

Duties and Responsibilities:

Primary Responsibilities:

  • Responsible for product vision and strategy for the PeopleSoft HCM platform, including Core HR, Position Management, Benefits, Payroll, Time & Labor, HR/GL, and other deployed modules.
  • Dotted line for Solutions Team Managers across the team, serving as a consultant and mentor on product design and managing initiatives.
  • Acts as most senior member of the team and will be called to act on behalf of Director of HR IT Services for operational and personnel activities.
  • Participate and represent HCM Systems within UIS Assistant Director layer by attending Assistant Director meetings and participate in a leadership role for decision making alongside Director of HR IT Services.
  • Meet at least weekly with other product managers on the team to guide prioritization of work, aligning overall team priorities and balancing resources.
  • Work closely with Employee Services personnel and Campus Leads to ensure the system is subscribing to upcoming maintenance requirements, regulatory updates, PUM application releases, and setting the vision for the application roadmap.
  • Manage medium-to-large-sized projects and initiatives with cross-functional and technical teams (i.e. open enrollment, PeopleTools upgrades, PUM Catchup activities).
  • Perform system analysis, program specification, systems development, and support during planned and unplanned maintenance windows.
  • Lead process improvement for HR IT Services Team.
  • Work with technical staff to develop coding/configuration guidelines, governance, and project documentation.
  • Influence key technical decisions such as standards, policies, and environment selection, architecture and data flows.
  • Work with UIS technical development staff to ensure business requirements and user stories are consumable by the technical development team.
  • Work with key stakeholders and Employee Services staff to address any new regulatory requirements that must be managed and implemented.

Secondary Responsibilities:

  • Follow all change & release procedures and participate in change management at the System and Campus layer.
  • Facilitate and participate in meetings with key stakeholders alongside Employee Services staff to develop project scope, requirements, and documents for technical development.
  • Participate in the Higher Education community and with other Higher Education institutions to share knowledge and ensure CU is subscribing to industry trends and best practices.
  • Ensure cross-training of all business processes and functional setup of the module is dispersed to the HR IT Services Team, Employee Services, and UIS Technical staff through proper documentation and communication to establish and meet agreed upon service level agreements.
  • Oversee cross-module functionality
  • Accountable for all vendor management needs of the application.
  • Responsible for designing complicated custom applications and interfaces.

Qualifications

Minimum Qualifications:

  • Bachelor's degree from an accredited institution of higher education or equivalent professional experience.
  • Five (5) years’ experience to include the following:
    • Working within a PeopleSoft application
    • Mining data using a tool such as PS Query, TOAD, or SQL Developer
    • Utilizing PeopleSoft Query
  • Three (3) years’ experience to include the following:
    • Managing projects, services, or processes within a department with proven ability to execute decisions using strategic and tactical skill sets
    • Working closely and effectively with a diverse group of administrators through projects and operations
    • Supporting multiple applications
  • Two (2) years’ experience to include the following:
    • PeopleSoft upgrades and PUM/Selective adoption cycles
    • Testing software
    • Writing test plans

Preferred Qualifications:

  • Experience using PeopleTools Testing Framework (PTF)
  • Experience with PeopleTools version 8.61+
  • Experience with PeopleSoft HCM application version 9.2
  • Experience with PeopleTools configuration; Approval Workflow Engine, Templates, Profile Management, Related Content, etc.
  • Previous experience with higher education business processes
  • Vendor management
  • Experience managing, mentoring, training personnel

Knowledge, Skills, and Abilities:

  • Knowledge and full understanding of software development lifecycle (SDLC).
  • Knowledge and full understanding of software testing methodologies and best practices.
  • Knowledge of project management lifecycle.
  • Strong customer service skills.
  • Ability to multi-task several projects and day to day activities while maintaining personal effectiveness.
  • Ability to effect and influence change through a collaborative and inclusive style.
  • Strong problem-solving skills and effective communication, along with the ability to work independently, as well as cross-functionally
  • Ability to travel between campuses within the state of Colorado.
