Full Job Description

This position is designated as SES, General. USDA structures its SES positions into position levels. This is a position level II with a salary range of $204,122 - $216,010 per year.

Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards.

Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s).

Demonstrated executive level experience in applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of field office operations, program effectiveness, efficiency, and compliance, including a demonstrated ability to develop budget proposals, and identify and develop target resources in the management of field office operations.

Demonstrated knowledge and experience leading efforts to solve problems and policy issues by applying analytic and innovative solutions effectively leveraging internal and external resources and working collaboratively with multiple organizations and stakeholders within and outside the federal government.

Major Duties:

  • Coordinates the delivery of plans, procedures, and policies necessary for efficient and orderly service of all FSA programs to the field.
  • Facilitates the efficient and effective delivery of FSA programs and services from the national level to farmers, ranchers and the general public through State and county offices.
  • Ensures that State and county committees and their employees are trained consistent with established policies and procedures with regard to existing and new programs and administrative functions.
  • Assists in developing regulations and procedures regarding the organization, selection, and functions of the State and county FSA committees in conjunction with appropriate Deputy Administrators.
  • Participates in the execution of programs and priorities for assisting beginning, socially disadvantaged, and individual family farmers and ranchers.
