Full Job Description

The General Services Administration is actively seeking top-tier talent for our Senior Executive Service (SES) positions from within GSA, across the government, and from the private sector.

MANDATORY TECHNICAL COMPETENCIES: Demonstrated experience working with executive level colleagues, employees, customers and other stakeholders to identify, develop and implement solutions and resolve issues related to the acquisition of construction and facility services that often have broad, strategic level impacts.

Expert knowledge of the laws, regulations, and policies governing the acquisition of services.

Demonstrated experience developing and coordinating acquisition strategies that align with organizational objectives and federal procurement standards, that drive innovation and compliance in government-wide acquisition regulations.

EXECUTIVE CORE QUALIFICATIONS (ECQs): 1.

Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Major Duties:

The Public Buildings Service (PBS) is the landlord for the civilian Federal Government. The Public Buildings Service (PBS) is the landlord for the civilian Federal Government.

PBS manages approximately 360 million rentable square feet of workspace for federal employees, including more than 1,600 Federally owned assets and almost 7,000 leased spaces.

The Assistant Commissioner (AC), Office of Acquisition Management, provides nationwide guidance and direction for the facilitations and management of broad acquisition processes across the Federal government, General Services Administration (GSA), and PBS.

The AC, Office of Acquisition Management develops and coordinates sophisticated acquisition strategies that align with organizational objectives and federal procurement standards and drives innovation in acquisition techniques, particularly for real property products and services.

The incumbent ensures the organization remains adaptive and efficient in its acquisition approaches by continuously exploring and implementing cutting-edge procurement methodologies, while optimizing procurement processes, potentially reducing costs, and improving the quality of acquired products and services.

This position reports to the PBS Deputy Commissioner.

Additionally, the AC; Leads change and develops innovative solutions to complex programmatic challenges, leverages organizational knowledge, and develops strategic approaches to drive meaningful and impactful improvements to the Office of Acquisition Management.

Implements national strategies that align with PBS's mission and goals, establishing and monitoring performance measures and metrics to evaluate program effectiveness, through executive direction and oversight of national leasing program functions, operations, and activities.

Engages with a diverse range of high-level stakeholders, including Congressional committees, the Office of Management and Budget, other Federal agencies, and industry leaders, which requires sophisticated communication skills to represent PBS's interests, develop and maintain strategic partnerships, and negotiate complex inter-agency issues.

Communicates PBS strategies and program outcomes to diverse audiences, building credibility and fostering support for organizational initiatives, while ensuring cost-effective program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and strategic financial management, which requires an in-depth understanding of organizational budgeting, resource constraints, and long-term planning, benchmark standards related to costs, best practices, customer satisfaction, and quality.
