THE POSITION

The Ventura County Health Care Agency is seeking an Assistant Clinic Administrator to be responsible for ensuring the delivery of high quality patient care and experience by providing leadership, direction, and coordination of day to day clinic operations of the surgical subspecialty clinic within Ambulatory Care.

This position will assist in overseeing personnel and staffing, managing schedules, procuring supplies and services, supporting performance improvement activities, and ensuring adherence to regulatory requirements, including State and Federal regulations and laws such as Title 22.

This position will also collaborate closely with the Clinic Administrator and Medical Director to help ensure the seamless operation of one or more clinics, contributing to the mission of delivering outstanding healthcare.


IDEAL CANDIDATE
The ideal candidate is an experienced healthcare professional with a background supporting surgical or procedural clinic operations. They have experience assisting with staff coordination, pre- and post-operative workflows, scheduling, and ensuring compliance with state and federal regulations, including surgical licensing requirements. Additionally, they are highly organized, adaptable, and demonstrate strong administrative judgment. Finally, the ideal candidate is a collaborative team player who can support clinic leadership, contribute to performance improvement initiatives, and help maintain a culture of patient safety, efficiency, and high-quality care.

PAYROLL TITLE: Program Administrator II

AGENCY/DEPARTMENT: Health Care Agency - Ambulatory Care

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Program Administrator II is a Management position and is exempt from overtime. This classification is eligible for benefits at the MB4 level.

The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this and similar positions only. There is currently one (1) regular full-time vacancy at the Surgical Subspecialty Clinic.

Requirements

Duties may include, but are not limited to the following:
  • Provides leadership, direction, and coordination of daily clinic operations including operating/procedure room scheduling and utilization;
  • Develops and maintains working knowledge of regulations and standards related to outpatient surgical subspecialty clinic operations, including but not limited to billing regulations;
  • Ensures compliance with facility regulations and accreditation standards;
  • Oversees infection control protocols specific to medical procedures and monitors sterilization quality assurance processes;
  • Monitors clinic performance goals and schedules management activities to meet quality outcomes and patient experience;
  • Assists with the management of provider templates and the coordination of support staff to ensure proper coverage;
  • Assists in activities related to regulatory audits;
  • Works with providers, registration staff, and billing to ensure accurate charge capture and eligibility procedures are followed;
  • Interprets policies and procedures and explains their application within the context of the assigned program field;
  • Represents the County in contacts with other governmental or community agencies and/or the public;
  • Confers and cooperates with others on policies and procedures as well as organizational, personnel, budget and operational issues;
  • Prepares required reports and compiles and analyzes narrative, financial, and statistical data to support operational improvements and identify program needs;
  • May supervise and assist in the planning and operation of in-service training programs;
  • Selects and supervises multidisciplinary staff;
  • Establishes performance standards, including standards for clinical areas within the scope of licensure and professional expertise;
  • Evaluates employee performance and takes disciplinary action as needed; and
  • Performs other related duties as required.

Qualifications

EDUCATION, TRAINING, AND EXPERIENCE
Any combination of education and experience which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can typically be obtained by:

  • Possession of a Bachelor's degree or its equivalent in business, healthcare administration, public administration or a closely related field and two (2) years of progressively responsible healthcare experience in an ambulatory care setting, with at least one (1) year in a supervisory capacity, OR
  • Six (6) years of progressively responsible healthcare experience in an ambulatory care setting, including experience with state and federal regulations, process improvement, and clinical/patient care delivery models, with at least one (1) year in a supervisory capacity.


NECESSARY SPECIAL REQUIREMENTS

  • Considerable recent experience supporting outpatient clinic operations with surgical subspecialty services, such as neurosurgery, urology, otolaryngology (ENT) and/or plastic surgery, either in a clinical or administrative capacity
  • Demonstrated excellent written communication skills, as evidenced by completion of the employment application and supplemental questionnaire
  • Experience using electronic health record (EHR) systems

DESIRED

  • Bachelor’s degree in business or healthcare administration
  • Considerable supervision experience in a health care setting
  • Extensive experience supporting clinic operations in a surgical setting, including procedural operations, pre- and post-operative workflow, and procedure scheduling
  • Experience with Cerner EHR systems

KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of: principles of healthcare delivery; techniques of program management; budgetary preparation and analysis; organization and staffing; outpatient clinic operations and procedure workflow for surgical subspecialty services, such as neurosurgery, urology, otolaryngology (ENT) and/or plastic surgery; practice management and electronic health record (EHR) systems, preferably Cerner; pre- and post-operative patient care processes; third-party payers including Medicare and Medi-Cal; and federal and state regulations relating to healthcare delivery, including licensing and compliance requirements for surgical or procedural services.


Ability to: analyze administrative, operational, and fiscal problems; prepare a variety of reports and recommendations; communicate effectively both orally and in writing; plan, organize, and supervise staff in a surgical or procedural clinic setting; and coordinate pre- and post-operative workflow, procedure scheduling, and compliance with surgical regulations.
