BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: OR COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in education, or an occupational area similar or closely related to the position is qualifying experience, provided such experience involved judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes Assist the Director in planning and assigning work to be accomplished, including preparation and adjustment of schedules for daily, weekly and monthly operations; manage indoor/outdoor infrastructure to meet fire, safety and health requirements; ensure supervision and accountability procedures are in place to protect children while in care; provide assistance in identifying children not meeting age group expectations and consults with the staff to ensure that children succeed in the early childhood environment; assist in managing the purchases of supplies, travel, training, contracted services, and capital expenditures; provide oversight to the kitchen staff of the USDA food program requirements, maintenance of records, portions, cost cards, and proper serving and storing of food; ensure supervision and accountability procedures are in place to protect children while in care.
OR EDUCATION: have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.
Knowledge of and the ability to interpret and apply laws and regulations governing childcare to include regulatory requirements, policies and practices.
Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. Knowledge of the USDA food program requirements.
Skill in educating, counseling and advising childcare providers and parents; assessing training and children's developmental needs.
Skill in conducting regular and periodic audits, studies, and inspections, evaluating the results, determining the feasibility of necessary improvements and coordinating corrective action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
SUMMARY: The primary purpose of this position is to serve as a first level supervisor and assist the Child Development Center Director in the supervision of the day-to-day operation of a Child Development Center.
Assists with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages 6 weeks to 5 years of age.
The position develops, implements, and administers child development programs; provides an overall safe and healthy environment to stimulate and sustain the interest of children; assists with administration; and organizes the educational and developmental programs managerial authorities.
DUTIES Assists the Child Development Center Director in the daily operations of the Child Development Center.
Assists in the administration and evaluation of ongoing programs of individual and group developmental and educational activities for staff implementation and execution.
Exercises supervisory personnel management responsibilities.
Provides assistance in the management of funds and resources to include developing the annual NAF and APF budgets, which includes submission and prioritization of program component requirements.
Assists the director in the administration of the USDA nutrition/food program.
