Full Job Description

This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

The Auditor-Controller-Treasurer-Tax Collector's Office (ACTTC) has requested a department promotional certification to fill an Assistant Audit Manager position. Only qualified permanent and/or probationary ACTTC employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. The Civil Service title for this position is Supervising Accountant.

ACTTC is seeking an Assistant Audit Manager to support the daily operations of the Audit Division, including the preparation, planning, organizing, and executing of audit engagements throughout the County. This position may also be responsible for:

  • Reviewing accounting documents and ensuring compliance with auditing standards and internal policies
  • Coordinating with audit staff to monitor progress and resolve issues promptly
  • Preparing and reviewing draft audit reports and supporting finalization of findings
  • Assisting with Quality Assessment and Improvement Program
  • Providing supervision, training, and guidance to a team of senior internal auditors
  • Supporting risk assessments and internal control evaluations

The ideal Assistant Audit Manager candidate will bring knowledge of the County’s financial system, full-time internal auditing experience, the ability to connect with staff, and will be a positive and engaged team leader. The ideal candidate will also possess many of the following:

  • Proven ability to lead the application of internal auditing and accounting principles, while driving management strategies and implementing best business practices to achieve organizational goals
  • Proficiency in the IIA Standards and Code of Ethics, with a strong understanding of management information systems terminology, concepts, and practices
  • Skilled in performing quality control reviews of audit deliverables and well-versed in identifying common indicators of fraud
  • The demonstrated ability to analyze complex data and systems, manage projects under pressure while meeting multiple deadlines, and effectively negotiate and resolve issues
  • Excellent interpersonal and communication skills and the ability to collaborate with the public, governing bodies, and multiple local and state agencies
  • Advanced MS Office skills, especially Excel and Word
  • A valid Certified Public Accountant (CPA) certification is highly desired, however it is not required
  • A valid Certified Internal Auditor (CIA) certification is highly desired, however it is not required

Requirements

Experience: Training and/or experience which would provide the opportunity to acquire the knowledge and abilities listed.

Normally, two years of full-time paid work experience in a position comparable to Accountant III or Accountant-Auditor II in a local government agency, or four years in a professional level auditing or accounting position which demonstrates competency in the many different facets of accounting and/or auditing theory.

Education: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed.

Normally, possession of a Certified Public Accountant's Certificate, or possession of a college degree in accounting, finance, or business administration with at least 21 semesters or 28 quarter units of accounting, including principles of accounting, intermediate accounting, advanced accounting, governmental accounting, cost accounting or auditing; would provide such opportunity.

OR

Four years of experience in governmental auditing and/or accounting at a position comparable to an Accountant III or Accountant-Auditor II with at least 21 semester units of accounting, including principles of accounting, intermediate accounting, advanced accounting, governmental accounting, cost accounting or auditing would provide such opportunity.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.


The position advertised on this announcement does not require possession of a valid California Driver’s License.

Qualifications

Extensive knowledge of: accounting and auditing principles, theories, and practices as they apply to a wide variety of accounting transactions and fiscal troubleshooting activities.

Thorough knowledge of: the principles, techniques and procedures used in governmental accounting, auditing, and budgetary analysis; the laws, ordinances and regulations which regulate county fiscal operations; modern supervisory practices and principles.

Considerable knowledge of: modern office management, including the application and use of standard office and electronic data processing equipment; expertise in word processing, spreadsheet and database software.

Ability to: plan, coordinate and direct the work of a complex accounting or auditing entity which is composed of diverse fiscal functions; set up, revise, review and maintain complex accounting systems using different accounting and/or auditing functions; coordinate the accounting and/or auditing of division activities; interpret laws and regulations, and apply to a wide variety of fiscal operations; effectively supervise professional, technical and clerical personnel assigned to perform accounting and/or auditing duties; establish and maintain cooperative relationships with co-workers, subordinates and others as required; present ideas in a clear, logical fashion in writing or orally.
