Contra Costa County is recruiting to fill one (1) Area Agency on Aging Program Manager vacancy in the Employment and Human Services Department (EHSD).

Contra Costa County’s Employment and Human Services Department partners with the community to deliver quality services to ensure access to resources that support, protect, and empower individuals and families to achieve self-sufficiency.

The Area Agency on Aging (AAA) Program Manager is responsible for overseeing a program that provides services for older adults and that includes direct and contracted services.

What you will typically be responsible for:
  • Managing the operations of the AAA, which includes overseeing provision of services, understanding and making recommendations for budget and allocations, and participating as a member of the EHSD senior management team
  • Interpreting and implementing local, state and federal regulations and ensuring that compliance standards are met
  • Overseeing contracting with community organizations, including responsibility for assisting with requests for proposals, vendor selection, allocation of funds and monitoring performance
  • Effectively engaging with community partners, including nonprofit organizations, county departments, advocates and elected and appointed officials
  • Leading, training and supporting professional growth of team members

Qualifications

License: Possession of a valid California Motor Vehicle Operator’s License. Out of state valid Motor Vehicle Operator’s License will be accepted during the application process.

Education: Possession of a Bachelor’s degree from an accredited college or university with a major in social work, sociology, psychology, government, public administration or a closely related field.

Experience: Five years of full-time program management experience in a human service agency, three years of which must have included supervision, and responsibility for the planning, implementation and operation of service programs for the aging.

Substitution: Possession of a master’s degree in social welfare or gerontology may be substituted for one year of the required experience.

Desirable Qualifications:
  • Experience working with or for nonprofits
  • Skilled administrator of community service programs
  • Experience developing grants and managing performance of grant requirements
  • Experience either providing staff support to appointed officials or serving in a publicly appointed role
  • Experience working with contracts

Additional Information

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

CONVICTION HISTORYAfter you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).

The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer.

If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances.

Having a conviction history does not automatically preclude you from a job with Contra Costa County.

If you accept a conditional job offer, the Human Resources Department will contact you to schedule a fingerprinting appointment.

DISASTER SERVICE WORKERAll Contra Costa County employees are designated Disaster Service Workers through state and local law.

Employment with the County requires the affirmation of a loyalty oath to this effect.

Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
