Full Job Description
The Appraiser 4 is a Non-Civil Service position responsible for handling commercial appeals at all administrative levels (County and State Board of Equalization).
This position is also responsible for verifying market sales, assisting in the creation of both income and cost models for commercial and industrial properties, during reappraisal, and performing administrative paperwork related to the appeal process.
Other responsibilities include reviewing submitted appraisal reports, researching, authoring, and testifying as an expert witness on behalf of the Assessor's office and attending settlement conferences and performing other duties.
Requirements
- Coordinate all aspects of commercial appeals at the SBOE level.
- Represent the Office at appeals of all levels, including the SBOE, as appropriate.
- Communicate as appropriate with Division Manager regarding matters under appeal.
- Produce value estimates/work ups as appropriate.
- Negotiate and settle matters, including:
- Seek pre-approval of proposed settlement offers and/or acceptances from the Division Manager, as appropriate.
- Develop commercial base rates for the Office’s reappraisal program.
- Assist in utilizing commercial real property data and databases for valuation (whether developed in-house or by a third-party vendor) including the stratification of commercial properties as part of the income approach.
- Contribute to the valuation analysis.
- Assist in determining the data to be collected and considered for valuation.
- Perform neighborhood land valuations.
- Calibrate models of assigned improvement types.
- Be in statistical compliance with DPA requirements as to assigned improvement types.
- Perform and/or assign single property valuations for the purpose of establishing 01/01 values resulting from informal reviews and as requested.
- Participate in strategy/analysis discussions regarding appeal and other valuation matters, as requested.
Qualifications
Bachelor's Degree from an accredited college or university, plus five (5) years’ experience in real estate appraisal OR ten (10) years of appraisal work in the property assessment field OR hold a designation as a Certified General Assessor, Certified Residential Appraiser or a MAI.
LICENSE REQUIREDValid Driver License

Additional Information
- Experience listing and measuring real property improvements
- Eperience in professional appraisal techniques and procedures and in writing appraisal report
- Experience utilizing computer software and hardware to collect and analyze real property data
- Experience performing mass appraisal and or single property appraisals
- Knowledge of the principles, practices, and methods of appraising real property
- Knowledge of the IAAO Standard on Mass Appraisal of Real Property
- Knowledge of USPAP
