Full Job Description

This National Guard position is for a AMMUNITION INSPECTOR SUPERVISOR (TITLE 32), Position Description Number D2286000 and is part of the FL USPFO, National Guard.

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only.

Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.

PCS: Permanent Change of Station (PCS) costs, MAY be authorized.

Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.

MILITARY GRADE(S): Warrant Officer/Enlisted: E5 thru CW3 GENERAL EXPERIENCE: Must have experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions.

Experience which demonstrates the knowledge of and the ability to apply safety standards.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience with diagnose problems and determine corrective actions and procedures for complex situations; experience and judgment to devise the best possible solution to the situation; ability to react effectively under extreme pressure to a number of situations at any given time while influencing or motivating individuals or groups who may be frightened, anxious, and confused; acute situational awareness of surroundings, resources, options, and cause and effect of actions performed and the ability to choreograph federal, state, and local response elements into a cooperative command system; experience and proficient in the operation and maintenance of numerous weapons and tactics to include: M-9 Baretta, M-16 automatic rifle, M82A1 Barret .50 caliber sniper rifle, specialized shape charges and explosive techniques, Base Recovery After Attack (BRATT), area denial, air base ground defense measures, Stand Off Munitions Disruption (SMUD), land navigation and map reading, initial area reconnaissance and explosive clearing of bed-down sites, intelligence gathering and exploitation of foreign ordnance/devices, E-4 nuclear response capability, Camouflage, Concealment, and Deception (CCD), blast mitigation and containment, emergency destruction of DoD assets during force evacuation/base denial; experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel, experience which required the review of work requirements and establish priorities to meet deadlines; experience that provided knowledge of various lines of work performed by this function; experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; experience in adapting existing equipment and techniques to new situations.

TEMPORARY PROMOTION- For Title 32 and/or Title 5 selectees only: This is an obligated position (incumbent is on a military tour).

If a permanent employee in Title 32 and/or Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 and/or Title 5 position once the incumbent returns from military duty.

If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour).

If an on-board individual employed in Title 5 excepted civil service accepts this position, he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3).

If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated.

If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), and selectee will receive an indefinite appointment (Tenure 3).

Major Duties:

As an Ammunition Inspector Supervisor, WS-6501-08, you will assign, direct, and supervise the work of personnel executing ammunition inspections, explosive handling, and transportation operations.

Plans the use of personnel, equipment, facilities and material on a daily, week-to-week and/or month-to-month basis.

Establishes and sets deadlines, priorities, work sequences, milestones, and work assignments. Develops work methods, establishes procedures, and explains work requirements to subordinates.

Assigns work and formulates operational processes and procedures in accordance with guidance established by higher headquarters via army regulations, Department of the Army (DA) Pamphlets, National Guard Bureau (NGB) directives, local Standard Operating Procedures (SOPs), policies and procedures, Technical Manuals, schematics, and other related directives.

Determines the man-hours, cost estimates, number and types of workers needed to accomplish specific projects. Assigns individual workers and resources to accomplish planned, and ad-hoc work.

Exercises authority to maintain and balance workload; shifts assignments, workers and other resources to achieve the most effective and efficient work operations.

Instructs subordinates in existing and state of the art ammunition and explosives inspection methods and provides advice and consultation when issues arise.

Reviews and analyzes work accomplishments, cost and utilization of subordinates to evaluate work progress, control costs and anticipates and avoids possible problems by recommending corrective action.

Participates with management officials and/or other key personnel to develop qualitative and/or quantitative work standards.

Evaluates work operations and reviews completed work, inspection reports, and production control data to validate standards and timelines are met.

Coordinates with other supervisors, organizations, or work groups to ensure work requirements are established and achieved; collaboration occurs from end-to-end.

Informs higher level supervisor of the need to amend work schedules and initiate planning of current and future work schedules, budget requests, staffing needs, training requirements, and allocation of assets, estimates, and recommendations as to scheduling projected work.

Plans the allocation of resources and the distribution of work as well as determines the internal plan to be followed by subordinates in applying resources to accomplish work operations.

Evaluates resources required to accomplish the proposed work packages or programs in relation to the resources committed to ongoing and previously scheduled work operations and recommends changes to superiors concerning previously planned work schedules.

Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specifications, requirements, work techniques and standards; revisions to organizational structures, responsibilities and relationships; and improvement or modernization of equipment, facility layout and workflow.

Analyzes work plans and monitors the status of work in relation to the overall schedule requirement, including unanticipated or emergency requirements.
